Exactly. They're doing exactly what you'd expect a Cartel to do... And While Director Seido may find their conduct distasteful (But profitable) I admire them for sticking to what made them so popular, DESPITE all the criticism and the whining on other people's parts.. Would I like them to be more SIRIUS-wide, as their name suggests, Sure. But I think so far they've done a relatively nice job of things.

I've never seen them do, (I don't doubt they have though, seeming as that's everyone's problem with them) But I DO doubt that they would purposefully teach members to act like that. They're simply not disallowing it. Plus, You have a gangster type faction, in the middle of liberty, that everyone hates already. That sounds like the perfect breeding ground for lolwutter's. Once again I will say they should be more spread out, but I think with time they'll hopefully shed this rep of theirs. I HAVE seen however some Cartel member's mess with people who are really just trying to get some cash so they can really experience the RP part of the game, and that does annoy me a bit.

Anyways, yeah it definately could be applied to the Hogosha if need be... but after just recently playing I do realize how few people treat the Junkers and Hogosha like the mafia.
I think it was already stated early, but the Junker's are perfect for a Mafioso type faction. The Hogosha I'm not too sure on but it could definitely be done.
The Junker's are treated as every unlawful's friend if they want to be (Like a Backup Friend), and act sort of like a Sirius wide Black Market group.
The Hogosha pass themselves off as sorta "Defender's of Kusari" and etc, and make their plans too high and sometimes too noble to seem like a Mafia. (Based off a recent experience or two)

I for one, as a Junker Guardsman, have always thought of myself as a sort of a mafia cleaner. Even if I do move some slaves and cardy here and there, when I've no pressing Junker business to attend to.
(especially stopping the noob-feeders from disrupting the helium flow to Allentown)
As far as Junkers smuggling and trading....have you been to NYC? El Cosa Nostra pretty much runs the *legit* waste removal, storage, construction, and liquor distribution busnesses.
What better cover for a hitman or a capo or even a made man to have a legit job, even if he shows up at 11am and goes to play golf at noon...?
And yeah, Junks are the mafia. have you seen what's for sale and what they buy at bases?
Junkers basically tolerate the Cartel, as they make good hired hands, and great scapegoats. Let em think theyre worth somethin, like the 4th street rangers in NYC, they run thier area because their top guy is a made man, and they suit the overall purposes..., until you need to flush that toilet, then you paint the gutters red with thier blood.
Can you imagine the full weight of the Junkers falling on ANY group in Sirius?
