Greetings members of the council and honourable chairman
It is a sad duty to report yet another NFZ violation, one which this time happened at the very doorstep of one of our main hub systems in the Omicrons.
As a disclaimer I also have to report that I was unable to get any other guncam shots, than the two attached to this message which were taken before and after the shooting. For some reason attempting to take evidence during the incident failed.
Now to report the incident itself:
My vessel, the Zoner Whale OSI-Albatros, just finished it's jump into Omicron Theta from Sigma 17. The moment my sensors recalibrated to local conditions I was told to "not move an inch" by Ramon.Salazar and Hector.Salazar - two corsair brothers flying bombers.
The moment I told them that I was in contact with other people - as I have been chatting away with Mr Weepiglet and Mr Burns. They demanded that I would drop all cargo or die.
As OSI considers such demands to be unreasonable and quite frankly insane... two small vessels want to have 4975 units of Niobium... yeesh... I didn't bother giving them an answer and started thrusting towards Freeport 9. Trying to engage cruise engines failed to them being able to instantly disrupt them with no chance for a countermeasure to have an effect.
Meanwhile Mr Weepiglet arrived in his VHF and engaged one of the Salazar brothers, while the other one followed me until I docked safely at Freeport 9, while he kept continuously firing even tho I told him to stop once inside the NFZ.
Safely at the hangar bay, while mechanics were repairing my ship and medics treading one of me crewmen - I think it was No. 9 - I hailed them on system coms and announced my intention to report them to the council for this violation... their response speaks for itself...
I am still trying to find out why my guncam failed, as I cannot provide evidence of the shots fired inside the NFZ or which one exactly it was... as I was a tad preoccupied keeping my ship in one piece... but only their reaction.
I'd like to suggest declaring them hostile to Zoners for their stated disregard of the NFZ and safety of Freeports.

Well, the OPG decided to try an' blow up an Outcast battleship that was down in Theta, 'cause it was blowin' up them ghost thingamawatsits. As far as I know, he dealt with that ghost ship an' then headed back to the freeport or mebbe stayed in the area. I don't really know. I went into the Freeport to git a drink.
Next thing I know, the OPG were attackin' this Outcast Battleship and fighter!

There were quite a few people there... OPG, Outcasts, and the Zoners.
I got a picture of as many as I could. A few ain't in it, other photos should show everyone.
I tried to git them all away from the Freeport, and as I know, I was the first Zoner there.
A few others showed up after it began to be obvious that the Corsairs - the aggressors here - had no considderation fer our rules. They wouldn't leave - they said that they'd only leave after they made the Outcasts leave - in tiny pieces.
This was all bad enough, but then they started threatenin' us!
An' then they started either missing at the Freeport a lot, or they started attackin' it.
Eventually, the Zoners and Corsairs started tradin' fire, after they started bombardin' the Freeport.
A Zoner Destroyer, the Emerald Sun, was the first to go. The fight itself act'lly didn't last too long, but a second ship was shot down - the Moonstone - jus' as we reached a ceasefire. An then the Corsairs laughed about it! Blasted cannibal jackrabbits. I bet it was on purpose.
After we stopped shootin', I told them to beat it an' go to hell.
They did the former, and I'm sure they'll be doin' the latter sometime soon.

Fellow council members, honourable chair
I am here to testify about the events that occurred today at 15:59 SMT at Freeport 9, which led to the station being bombarded by OPG pilot Grimly, as well as two Zoner capital ships being destroyed.
I was in Omicron 74 flying my Virage, the [color=#FFFFFF]OSI-Reisiger.Duke, investigating the report of an intruder in the minefield - along with [TAZ]Freebird.Beta and the Emerald.Sun(ZRT), when news of a fight between Outcasts and Corsairs in Theta reached us.
Me and the Emerald Sun headed for Theta, when the [TAZ]Moonstone joined us en route. Once at the Freeport, we witnessed OPG fighting an OC capital ship and an OC fighter less than 2 klicks from the Freeport.
Either the Moonstone or the Emerald Sun informed the OPG that they're violating the NFZ, but was told of in the likes of "this is fending of an invasion". Moments later the OC capital ship by the name of baro-kar was destroyed.
The remaining OC fighter named SP-Logo retreated to the Freeport and docked up. The OPG pilot Grimly demanded that we Zoners would make the Outcast undock or he would destroy the station. To make a 'point' he did fire a torpedo into the stations shields, causing the defense grid to open fire on him.
In response to not only violating the NFZ by attacking and destroying a ship within the Freeports NFZ, but also endangering each and every man, women and child on the station, the Emerald Sun opened fire on [OPG-SM]Grimly* who in return fired torpedoes at the Emerald Sun.
That moment I couldn't sit by idly and engaged Grimly in hopes of getting him to retreat or at least to give the Emerald Sun a good chance to destroy him.
Moments later he was damaged into armour, and the other OPG pilots joined in the fight. As everything degenerated into a furrball, I cannot say whom exactly shot at me, other that I caught glimpse of two OPG fighters coming at me guns blazing while I was fighting Grimly.
The Emerald Sun was taken down, with my efforts to defend her being in vain.
Thankfully one of the OPG pilots offered a ceasefire which was accepted... but the last torpedo that destroyed the Moonstone moments later was already 'in the air'.
This hole incident was instigated by OPG pilot Grimly, who made the ridiculous demand of us violation Freeport Neutrality by handing over an OC pilot who sought shelter from being destroyed by that furball of OPG pilots... he didn't even bother about a reply by any of the present Zoner vessels, but simply lobbed torpedoes at the Freeport, obviously looking for any excuse to fight.
I will leave the diplomatic fall-out of this incident in the trusted hands of the council and our ambassador, and will thus refrain myself from making any further comments.

Thank you for this detailed report delegated Duke.
Fortunately the Emerald Sun was not taken down, we could manage to dock before more damage was caused.
This vessel is a support ship against capital ships and not meant for close combat situations but at least we could intercept some torpedoes and my crew helped the local repair teams to maintain the damages.
I was informing the OPG and Outcast vessels that they were fighting in the NFZ but they completely ignored it.
I hope this thing works and you are reading me. Since this is a first time I'm contacting Freeport in a long time, I demand some patience from everyones side. Now, lets start slowly.
After the incident that transpired today.. *cough*.. yes, I am not denying it.. After the incident, I was contacted by the TAZ authorities and we talked about this, and other topics connected to this one, mildly or strongly. After all words were said, I could conclude, that, in the end, we both think alike.
Freeports are zones of non violence.
NFZ rule is there for Freeport's safety, and thereby for safety of population inside the Freeports as well.
Freeports are not beacons, to where Outcasts or Corsairs will gather their power, before they venture on to crush each other. *cough* And in outcast case, they lose ofcourse.
NFZ rule is not there for you to play with it. And I am afraid that's exactly what has happened.
Outcasts abused it.
Taunting the OPG ships and then running to NFZ is unacceptable as the deeds that Grimly did. The outcast ships got destroyed for that reason, and appropriate compensation from OPG to TAZ, and to FP11 will be made because of this incident.
Let me make something clear, because I don't think its sticking to some heads. Zoners and Corsairs have mutual benefit relationship. It is not something Crete would take lightly if it broke. OPG will maintain this neutrality and make an example for other Corsairs to do the same.
But, I will warn again.
NFZ was not created so you can run from a Corsair to it and mock us, nor was it created so you can dock for repairs there, if you were in a fight 10 clicks away from it. I am sure Zoners will oblige you with your repair demands, but trust me, Corsairs won't feel guilty for bringing you the punishment you deserve.

Sir, Your support of our efforts to maintain the security of our Freeports in the future is appreciated.
Both Ambassador Holliday and I appreciate your timely response to our requests for a private discussion on this most grave matter.
The Doc will also convey his respects, but is currently busy consoling the families of the three crewman killed when his sister ship the Moonstone was destroyed.
I would also like to express appreciation to Elder Miguel Sephardi of the TBH for acting as intermediary, and facilitating our emergency meetiing regarding our mutual course of action following this tragic incident.
While we have no proof whether the remaining Outcast fighter taunted your pilots before docking on Freeport 9, or whether he was merely fleeing to escape his own destruction by your superior numbers, it is obvious from the evidence that the first shot aimed at Zoner property and ships was fired by your pilot Grimly.
I will also allow that the Outcast pilot bears some responsibility, as it would not be the first time that a pilot has hidden beneath "Zoner skirts" while hurling abuse at opponents over open comms. It is our hope that our new Official Policies makes it clear that this behavior will no longer be tolerated.
On the other hand, I assure you that if an outnumbered Corsair pilot sought shelter on one of our Freeports, we would not turn him out to face overwhelming odds either; provided he respected our Policies.
The Council will respect your wishes to deal as you will with pilot Grimly, who obviously bears great responsibility for this attack on Zoner vessels and property. The Council of Zoners, not the TAZ, also accepts your offer of "appropriate compensation" in the amount of Ten Million credits, to assist in repairing our Station, and in providing for the families of the injured and dead Zoners.
You may make your compensation to the Council's Treasury, the "Coffee.Fund".
Your desire to set an example of neutrality to all Corsairs is encouraging, Ivan. We in turn will see that no Faction receives favorable treatment over another where Zoner Freeports are concerned. I promise you that.

I would like to give my thanks to both Elder Sephardi and to [OPG]Ivan for taking the time to sort things out and chat with myself and Malcalypse about all that happened. And while it seems odd to some, I would like to thank the pilots involved as it could have been much worse. If something like this never happens again, I won't be satisfied enough.
As for the Moonstone which was destroyed, I have reviewed the flight recorders from the ship. They did engage someone from the OPG after the base started taking fire. In the confusion, they targeted the nearest threat. During the fighting, and we still don't know who made the announcement, it was said that if the Zoners disengage, so would the OPG. The last recorded message of the Moonstone was disengaging. It was then immediately destroyed with all three crewman killed. Informing family of them has left me somber. The Moonstone did as it should have and paid the supreme price for it. It is currently being replaced.
One thing I want to do is put this behind us and move forward. I hold no animosity to anyone for this and hope this will be a lesson learned for us all. I also think as the Freeport NFZ rules were only recently posted that they haven't all gotten out. I think only time will make that happen.
