Everyone lives on freeports. There's likely freeports out there with both corsairs and outcasts on them at the same time. The zoners keep own the station and keep the peace.

You're a group of ragtag privateers, you dont have the resources to wage a war on the entire nation of the zoners (i.e. "the swiss"). Deal with this the correct way and make arrangements with the zoners to oust the corsairs from their bases, use a little political savvy instead of trying to shoot at anything you dont like.

We're not waging a war, though, just like Corsairs aren't waging a war on Bretonia, and just like Israel didn't declare war when kidnapping Eichmann.
