I can say, from what I know, that I have a 90% confidence that both Liberty and Kusari are infected (it did take alot of digging to get this sure though) in their highest command structures...specifically Kogen and Powell directly. Atleast that's what my info suggests
though I hate how this kind of important RP element is kept within the development group, and not exposed to the community for input until it's actually in game...really the admins are running the big show
Admins have very little to do with actual dev work. They do decide what goes on around the server itself, but the admins do not dictate what happens with the mod's storyline. Igiss and the devs do.

The only influential nomads in the Tau conflict are on the Kusari side - the Fleet Admiral responsible for the push into Leeds is infected. Although Bretonia does have one infected senior politician... Not one that can directly affect the war effort though.

NOW. I believe the reason was is the fact Bretonia was wanting to claim systems nearer and nearer to the Kusari border. Kusari got a little scared and decided to launch a full scale attack.
Another reason that would be rather neat, is that it'd be interesting to see two weakened houses fighting each other the moment Gallic Royal decides to rampage through the Tau's. Thus (probably) ending the war (Bret-Kusari) in a NAP (Non-Agression Pact) to fight against Gallia....
