You about nailed it, Drake.
It makes me sad. Even with the war, they should have plenty of valuable industrial exports, but nothing else makes decent money (except MOX, but while it sells well, it doesn't continue into any good routes for a Bretonian corporation). The capital planet exports practically nothing, and doesn't even import very much.
Zoners shouldn't be able to smuggle. They are a nutrealish faction and doing unlawfull things is oorp for them. Also they shouldn't be smuggling cardi becuase thats OC stuff and the OCs of course are the enemy of the corsairs who are slightly allied with the zoners.
Well, if I spot anyone running cardi/slaves on my watch, he's either about to turn into 1st superheated then superfrozen bits n' pieces or about to lose his cargo.
Regardless of tag.
But yeas... Zoners aren't supposed to run THAT bad stuff. As a matter of fact, i'd expect them to be more pious than the pope in such matters.
If you really want to get down to it, legal and ilelgal are simply what another man decides. Its up to you to decide if you submit to that authority or not.
for example - one very zonerish route ( would be - not lately though ) - iridium from FP11 to newcastle.
now the catch is that it sells highest at belfast, which would be illegal in bretonia - and second highest just one lane before at scarbourough. - bretonia wants that metal very much - but to say if the delivery is made to belfast or to scarbourough requires a watchful eye.
furthermore, this generic zoner route goes through half of bretonia ( just to clear up that a zoner route can go through an entire house ) - it is a route of opportunity. - when being watched a zoner can drop off the iridium at scarbourough for only a little less profit ( almost not noticable ) - while when not being watched, he can fly just one lane more and drop it off for the highest bidder ( highest when we exclude gallia, which is not on the list of available zoner destinations ). - so you practicly become a smuggler of opportunity for one lane in a 40 minute flight.

that means - you can haul artifacts to hawai for example, cause from crete to hawai, no law paints you as "illegal". - but you cannot haul it into liberty, cause liberty considers you illegal.
same with other things. - so you can haul gaian wildlife from perth to okinawa, - but not through leeds, cause bretonia "officially" starts at the border station at the edinbourgh / leeds jumpgate. - hauling gaian wildlife through kusari though is allowed, cause its only illegal in bretonia.
illegality and legality depends on the space you re in. some goods have a large area to be considered illegal, others a very limited area.
so the NPC dromedary that is hauling artifacts around the edgeworlds is NOT smuggling.
This is correct in principle; I see no reason why Zoners can't carry artifacts or cardamine around border/edge world systems where they are not illegal. Smuggling in House space, however, should not really happen.
Oh, and as has already been pointed out, the above statement makes one error; Edinburgh is part of Bretonia and where you get the idea that Bretonia starts at the border station near the Leeds jumpgate I have no idea. There is a border station by the New London Jump Gate in Leeds too; the presence of a border station has nothing to do with House space ending, or else I could just as easily say Leeds was not part of Bretonia, which is nonsense. Zoners carrying gaian wildlife from Perth are breaking the law, end of.
