I've seen the new intro and was suprised how it changes the meaning of "We will never forget" line from the short intro. In short intro, it's like they never forget the exodus; in the long one, it's about nomads.

The vanilla FL fluff says that only the Alliance sent sleeper ships and the four Houses that exist are the ones who survived. (Kusari is JAPANESE ONLY!)
What if the Coalition, bitter that they had not managed to wipe out the enemy and had let them escape, sent Chinese sleeper ships after them with a mission to dominate and the Chinese became Border Worlds pirates?
Also, on the Xiongnu: You're close on the "Mongolians" guess; they were both nomadic foreigners who threatened and encroached on China's borders. However, the Xiongnu originated not from modern Mongolia but from the Caucus mountains (they were known by the Romans as the Huns and by the Indians as the Hunas). The regional names that they were known by differ, but the idea is the same.
China and Japan have been (relatively) bitter enemies ever since Japan invaded in the early 20th century, especially in the Rape of Nanking. Thus it would be most reasonable if the Xiongnu faction finds its roots in the Barrier systems (very similar to the mountains from which they originated on Earth.)

The huns were also known as hsiung-nu.
I have my doubts if they were really from the Caucasus, as they spoke a turanic language, similar to the one used by turks, avars and magyars.
They were enemies of China, so its better to assume they were a terrorist organization acting against the Coalition, and then after a war managed to flee to Sirius.

Just creating your own faction with server relevance would be the best idea to start with. Story and alignment
with roleplay in mind is the first step and always important.
Adding a whole new NPC faction just for you ? Think not ... We all would have done that by now otherwise.

*sigh* I wasn't intending to create a Coalition faction. I was merely trying to add spice to the pirate factions of Sirius.
Right now, the fluff consists of this: A terrorist faction in Sol called the Xiongnu, angry with the Alliance's defeat, constructed their own smaller sleeper ships and established on a few surprisingly inhabitable planets in the Barrier, drawing valuable minerals from the rocky asteroids.
No, this faction is not just for fun or for my own needs.
I want an Italian sleeper ship faction. Can I have that? I'm proud of my Italian heritage, and I want the remnants of the Italian members of the Alliance to be accounted for. Throw the French in, too, for good measure.
Chinese, Russians, and Arabians would be interesting, and allow for a more authentic Coalition faction, too.
Maybe?
