With this: 582 total systems, mammoth mod size (Weeks to download, gigabytes in size), bad roleplay enviroment (Why dosent your ship explode when it hits the floor sir?), and much pain to all the devs, with them being flamed about everything + this, and very little new things.
Nice idea. Now go play Darkstar 1 if you want this.

Firstly.
Do it yourself.
Then talk about it.
Do not make suggestions that have been suggested a billion times before. We have seen them, we have read them, we have replied to them. Every time the person says that they could help out the modders in the work.
Well bloody do it. Don't just say you will, DO IT.
Secondly, this idea can easily work.
You would not do it for every planet, maybe only one or two.
Very simple method would be this.
Floor, made of different chunks (Gameplay mechanics, there's a visual distance to see things remember, if the centre of the floor is too far from the player, you will not see it), with hills etc and the biodome trees used.
A small citylike structure, these can be achieved with low poly counts.
Nebula for clouds.
A station orbiting just above the 'clouds'. You dock with it to leave.
About gravity: there is an FLHook device that helps simulate gravity quite easily. So that's not an issue.
What is an issue however is the immense amount of workload required to make this work. Not to mention testing and modelling. I guess the modelling part is the biggest obstacle, none of our modellers really even tackled making bases yet, let alone whole systems that involve custom models for everything inside. So this is perchance the only reason why this isn't happening. I'm sure it could, but it's just out of our league at the moment. The modding team is busy trying to finish up all the other aspects of the mod, as well as push the story forward.
Of course, if anyone else wants to give it a shot, feel free.
Blodo, an idea might be to have a 'shield' around the small collection of buildings that there are. No need for a fantastic surfile with that.
The modelling work is easy, the buildings in Freelancer are very simple and can be replicated easily. It's the rest of the work that would be a pain and making it look good would be a texturer's nightmare.
New-London, Manhattan, New-Paris, Marne, New-Tokyo, New-Berlin, Malta and Crete could get them. And on those planets, there would be HQs/Hideouts of every factions flying in this House.
As an example, Manhattan would have... a ton of stations, including ALG and Kishiro and... just nevermind.
