A long time ago I proposed an alliance, that was shown to be perhaps rather hasty. We thought about an economic alliance though, trading with each other. Our economics director of the time though was busy, and failed to make this message.
I am here to discuss terms with you now, as the Economics director. Would you be willing to trade certain commodities with us? We would want access to your space to allow our ships to deliver goods to you, and in return we would allow small freighters and transports to move to our bases.
Please state your terms, and perhaps we can work something out.

May I also add to Syana's message for Xavier Richelieu, that we believe such an agreement will be highly beneficial to both of our partys. From the reactions we've had from the gallic traders visiting Orkney when we ask "how's it going?" or "see you next time!" we can only assume that the Council is hard-pressed on the warfront with the Gallic Navy - perhaps even just barely holding the line. We witnessed the heavy losses you took just clearing a way through this minefield and our economics advisors unanimously stated the same thing; on a long term scenario this is not sustainable for any sized fighting force.
One thing that is obvious to both you and I is that to replace lost ships, you require the raw materials to construct them. Being right on your doorstep, the IMG is able to provide these materials - and especially the stronger, more uncommon metals - at a price significantly lower than any competitor. Some of your traders have already picked up on this fact, but doesn't it make more sense to have it us ship it directly to you and not through an intermediary? Logistically and financially, this is the more prudent option.
This however, is where we come into some dilemmas. From what we have seen of Renunion station, we have come to the conclusion that this outpost does not have the required facilities to deal with raw materials. Due to its hasty construction any shipment sent there would have to be unloaded by hand. It does not take an earth-bound to understand that this would be highly inefficient means of obtaining raw materials such as metal ore..
Instead, we propose that we are given the rights to fly into your space - into Gallia, to a facility capable of handling large amounts of bulk, aggregate cargo. Of course, a planet would be best for the unloading of ore due to gravity, however a station may be sufficient should it have the required machines and storage. Of course, we know that allowing us into your space is a big ask, but it is the only viable method to transfer the resources we know you need effectively. We only hope you understand this and accept our proposal, or at least arrange a meeting with us to discuss finer details..

Greetings Independents Miners, my name is Roger Guillotin, amiral and leader of The Council space forces. We are honoured that a faction is interested about helping the Council into his fight against oppression in Gallia. Our faction have always defended trader who was working for her. We have think about your offer, and we are interested about it. But I'm in disagree with some of your requests :
Grant to the IMG a base/planet : For the moment, we cannot allow to an other faction to make a base in gallia, but your ships will be welcome on all the planets/bases under our control.
Trading/mining in our systems : We are, like you said, searching for metals or other commodities for our war machine and supply our population, we can see, together what you will bring to us, and what you will take. I'm not a specialist of trading, so i will discuss you about this and mining too.
Access to our system : Our faction is neutral with yours, that's mean that you can come into our systems with no problems, but your safety is not guaranteed into the system under GRN control, but we can negotiate protection act with you. Be informed that any ship larger than a gunboat (except for a trader) is unauthorized in other systems than Languedoc.

Good Day Director and may I introduce myself as Lieutenant Marcus Verrou. I am sorry to be the porteur of bad news but there has been a recent obscurity in the commanding ranks of The Council Loyalist forces. As of now we stand as a band of vessels fighting for the same cause and so we shal until we hear from our commanding officiers in the hopeful future. Should this scenario not occur and rumours of a break down in high command prove to be true; i give my personal approval and encouragement of this deal.
I trust IMG officials will not abuse this power and interviene with our civil affairs throughout Gallia. I will allow a duree of 24 hours for command to establish communications before responsibility will fall onto me and my wingmen in allowing this treaty to be passed. We will negotiate the terms as of then.
I hope for a trusting and reliable relation between our two peoples in the near future.

I'm sorry, things have been a bit hectic for us lately for us as well - it appears that Syana is now seeing to a couple of matters further south, so I suppose I have to continue correspondence here.. Hopefully she will be the one meeting officials in person for the finalities, as she is currently the one in charge of economic affairs.
It seems that there has been a slight misunderstanding with the way how we worded our request. Admiral Guillotin, we meant to ask for permission to fly through Gallic space, to a planet or station that has the proper facilities to unload ore from our ships - not build a base of our own. Should we come to a trade agreement (and I hope that it is likely) this would be far more efficient than if we unloaded our goods at Reunion for the resons I highlighted previously.
Lt. Verrou, I can assure you that the IMG will not intervene in The Council's civil affairs. We try and stay out of diplomatic affairs of others unless it is strictly neccessary for our wellbeing. At this moment in time, and in the foreseeable future, such a course of action does not seem neccessary.
We eagerly await the ending of your duree and for communications to be established. Once again our two parties are in the midst of creating history - a landmark occasion towards the improvement of relations between Sirius and Gallia.

At first i want to say sorry for intercepting your last message. But we monitor ingoing transmissions to Gallic space. We do it out of security reasons, i hope you understand.
Your message woke my interest, since it actually could help my mission to find allies and tradepartners outside of Gallic space who could help in our effort to free the people of Gallia.
At least your message suggests that.
I would be very grateful if you could explain what you where planning. If all goes well we can meet in person too. Really we need help and it would be a shame if your help is not accepted because of internal problems. But be assured i have the authority to make such first contacts.
