I don't see what the issue here is.
Official factions for all the work they have put in so as to become official, do not have that much power. Being able to turn folks "hostile" because they go into your Guard system and shoot everybody is not a bad thing.
Not an issue here, hasn't been put to use yet to know of any issues.
I am one of those faction leaders that would receive this power.
I am just in observation mode rightn now, but the idea of transparency certainly is a good one.

FR5 gives a lot more power than just making people that go into your guard system and shoot things hostile.

So now faction leaders will be able to request that these guys become ennemy to the owner of the base/planet.
To clarify, only for their own NPC faction. LPI can't ask for a player to be made hostile to outcasts (or the LN for that matter). LPI can ask for a player to be made hostile to the LPI.
