That is because he is completely wrong in his assessment of Freeport 1. Bretonia may have acknowledged sovereignty of that space, and I signed it on behalf of the Council, but it is a Zoner station, protected by Zoners. Not only those from the Council, but all Zoners. I will not claim Freeport 1 as property of the Council, it is property of all Zoners, and will remain that way.
Captain Trogdor, you're stepping on very thin ice here. You've made rash comments to other factions in the past, and are now attempting to throw about 'authority' where you do not have it. If I keep seeing this happen, your membership on the Council will be in danger of being revoked. I will not tolerate you making up policies nor telling other Zoners what they may or may not do in security of our Freeports. That is one thing I will never allow.
Mr. Lightwing, please allow me to apologize on his behalf, for I know he will not do so himself. Any Zoner, on the Council or not, may enforce the No-Fire Zone around Freeport 1. If anyone tries to tell you differently, tell them to speak to me, and then please send me the name of that person.

Freeports, besides the ones that belong to Baffin, are the property of all Zoners. Which is why I was a little taken back when Saronsen desided to leave Freeport 11 on the account that it "became independant" -- when the fact is that it had always been independant before and during the existance of the Zoner Council.

What he meant is that the Freeport is no longer going to respect our decisions or support us in any way, even though I feel that decision was made by a single disgruntled person, rather then the entire population of that Freeport. That is why Saronsen left the protection of that Freeport. Ms. Tate pretty much tried to declare herself lord of Freeport 11, and that does not sit well with people, including myself. So if she thinks she is the sole undisputed leader of Freeport 11, it's safety and security falls under her responsibility, not others.

When they arrived, Corsairs open fire and ignore my order don't shot up in NFZ. When pass some time, one of HAF pilot attack me without any engagement notice. And after this I enter in battle..

I am sure this is a misunderstanding, you where looking at the battle? Maybe you received "lost gunfire" or in the heat of battle maybe a HAF commander thought you where an enemy?
Since I wasn't there I can't judge this act, yet I can hardly imagine that an honored HAF commander would intentionally engage a zoner vessel.

But the question I have is that threats to HAF and also not the outcast from there who came to their planet to refuel constantly?
And I think that destroying a ship is more unforgivable to open fire in a "no fire zone"
The fact of the matter is that anyone who tries to flee into a No-Fire Zone may continue to be fired upon. If I'm understanding what happened, and I'll admit all this finger-pointing is confusing, especially in hastily-written and poorly worded statements, the Outcasts attacked Gamma, fled to Kappa, and then ran to Planet Gammu with Corsairs in pursuit.
If this was the case than the Corsairs were within their rights to continue pursuit and fire on the Outcasts, even if they had reached the No-Fire Zone. The Outcasts shouldn't be fleeing into our No-Fire Zones in the first place, let alone using our bases to resupply their warships for attacks on Crete. If someone could supply me with the names of these Outcasts, I can take a more direct action against them and make sure they go back to Alpha where they belong, and not on our stations or planets.
If I'm incorrect in my assessment of this situation, please clarify what exactly happened..

Mr Burns, while I applaud you effort to keep our skies safe, I feel the need to inform you Gammu and Primus no longer belong to Zoners. True, our IFF transponder is still transmitting, but we have given these planets over to the Harvesters as are uninhabitable. Removing the IFF transponders will take time as they were designed to withstand time itself.
As such, there is no NFZ around either planet that Zoners enforce anymore. I am not speaking on behalf of the ZA nor the CoZ but this is how things are currently if my information is correct. If this is not the case, I ask another ZA member or Council delegate please correct me.
HAF members, I ask that you not engage any Zoner without just cause as I myself will hunt you if you kill an innocent Zoner in cold blood. The gun cam shots both sides of presented don't show enough for me to know what really went on there so I think it safe to assume your pilot's targeting computer was malfunctioning or he was simply in the zone and not completely aware he fired upon a Zoner vessel until he had done to much damage for Mr Burns to remain non combative. Please have his targeting computer checked and have him learn to calm his nerves during combat.
