@A&L Guy: I realize that the white cells have already been unrestricted, but I'll reiterate what others have said here. If white boxes are left unrestricted, and it is up to the factions to enforce (bounties, etc.), the non-rule-readers won't get sanctioned, just hunted down. This is especially effective (theoretically) if it is stated in the bounty that the person should be told to return the ship immediately or be killed, so the newbies that are not lolwuts (and let's face it: not everyone is a lolwut, whether rules are read or not) will learn and get rid of the ship. Thus, it saves the rule-followers trouble, and cuts the admin workload AND sanctions.
In the case of where the guy refuses to get rid of the ship, it's possible that Right 5 (or something; the one with the NPC repping) can be invoked, with it being un-invoked when the ship is gotten rid of. However, the net effect (as opposed to the case without the autorestriction) is a cutting of admin workload; while Right 5 will take work, many sanctioned people wouldn't be sanctioned.
kikatsu has a point there. By default the game puts your id in the "sell" side of a ship purchase, so it is possible to buy a ship and NOT have the right id after wards.
Fix that "little" bug before you think about setting restrictions to ship purchase based on id's...

or sell your ID, buy a ship and then buy an ID?
Hopefully if you dont have an ID you cant buy any ship, as otherwise it would be a far too easy way to get around the system. Try it and see what happens.

Yes, but it wouldnt mean anything other than you couldnt buy the ship a second time, rebuy the ID or be in violation of server rules. Also, I am fairly certain this is not designed to fix every instance of someone breaking server rules when it comes to ID / Ship combos, it's just designed to stop the most common ones or perhaps just the most common unintentional ones.
White cell items are no longer restricted. Long live Discovery.
