True, your policy does not allow SA Cap-ship within your borders without permission, however, the RedBear, as always, was protecting a citizen and escorting him to safety.

Such an attitude!, as if the Redbear was a common villian or braggart, and from a Kusarian! How many times have the officers and crews suffered for Kusari? How much blood has been spilled for you?!

This is not an attack on anyone's forces, nor their personnel. It is a fear that I will not tolerate. If you believe it to be a personal attack, then I cannot help you.
Second, if you will allow my plea to continue, the Kusari State Police are outside of our command. They are within their own sphere of influence, and we are within ours. For the actions of our brethren to afflict our own relations is, in my opinion, preposterous. I hope you will reconsider.
Third, if you find yourself unoffended from my afore blunt statements, I do hope that you find yourself unharmed from your... detour, shall we say? Yes, your detour into Theta. We are find ourselves grateful for your safety.
Fourth, if you permit me to continue, is that we will do everything in our power to have a punishment levied unto the Kusari State Policeman in question. His actions go against our months of speaking, planning, and collaborating. We will not allow that to go to waste, and if you wish it to, then we will be forever shamed.

If its all the same to you, The Helghast laugh at your pitiful atempts at make yourself seam in control. All the same, this means less battleships for us to deal with and more time to attack those that count. You are all slowing bringing your own demise.

Further, the Conduit won't fall into your hands, you fool. Nor will the only means of using it. The AI that can make even the slightest headway is firmly within my care, and he expresses no urges to be separated from me.
The lovely AI I speak of, of course, is deSicev. So you can get the Artifact, or even the Conduit, but you couldn't make it work within the Planet Killer; no scientist, save a single one, could. The Galactic Energy Basin can't be reached, apart from the Conduit, and you can't make it work; one wrong try and you'll disable it, making it worthless.
Admiral Oso, again, I hope that you forgive the incursion in honor that the KSP have given. I am taking steps currently to punish the pilot in question.

Though I wish it was of a better nature.
My stance is one of offense and not one of policy. For I am a soldier and do not dictate policy, though I must enforce it and suffer it.
My offense is doubled if you truly believe those of the South Alliance would fall to such a temptation of bigotry and mutiny. For years the South Alliance has stood within the VOID fighting those who would extinguish the light bathing our worlds for naught, but the ideal that all life is precious.
As for the policeman, I hold no ill-will towards him for he is just enforcing policy others have placed upon him. I truly admire him for his courage in confronting the RedBear for it shows character and true loyalty.
Overall, I am disturbed by how our relations have floundered. On many occassions Governor OsoRojo has been jubilant on the progress that has been achieved, but almost at every turn it is then stalled. Talks with Admiral Nadir creates an exchange program for improved relations and is revoked, and how is the news relayed? A KNF Captain informs the SA Commodore he must sit in Colorado. No official notice is given. No messages from officials is received at Richmond. Governor OsoRojo has yet to receive a response to correspondence on this very subject sent days ago to Admiral Nadir.
You ask for patience and understanding. How much must one give?
There has been some confusion in regard to allowing Liberty forces in Kusari space. The following is an official edict representatives of both parties have agreed to.
SA is welcome to send ships (from its LEF - Liberty Expeditionary Force) from light fighters up to and including cruiser class vessels to assist against factions hostile to both KNF and SA and against independent unlawful ships. This must happen only by request by a KNF officer or a trading ship in distress. Kusari law demands unlawfuls be "invited" to leave Kusari space before being fired upon. Kusari officers have the right to quote from our Kill of Sight list and request assistance destroying an enemy without the usual warning. LEF ships are granted free passage throughout Kusari space, however, in the interests of national security, no LEF ship may dock with a Battleship base under any circumstances. When operating in Kusari space under KNF leave, Liberty LEF ships are given our protection from groups normally hostile to them - in other words those groups should consider the LEF ships KNF ships. In turn, under no circumstances may LEF ships attack KNF-friendly (including 'neutral' aligned) ships that would normally be hostile to them.

I certainly hope that you are not saying that you would engage SA forces within Kusari space. The repercussions, such as the declaration of war that we would interpret your actions as, would be horrific. I believe that Kusari territory will be an asylum in this conflict. We may aid our Southern Alliance friends, we may not. It depends on homeland security, or lack thereof.
If there is any fighting within Kusari, I believe the High Command would see that as an unadulterated declaration of hostilities. And I believe that this is a future we all wish to avoid. House Kusari has enough to deal with, what with the Helghast invasions, the Phantoms, and the Bretonians. Another war would be detrimental to us, but we would be zealous in our attacks.
