I'd take the liberty of saying that the current amount of people interested is also because of the lack of a solid structure describing what this group/faction wants to be (goals, aims, background, RP style, etc.). I suggest you work that out, at least partially. Although I agree, the SCRA has all the advantage in this matter.

But I haven't even seen any interest at all about the concept.

That dude arrived to Sirius not long time after Sleeper ships did. In long intro you could see his ship, when it arrived where Liberty landed. That time, it was only start of expanding. That is why i think, that Liberty should know about it. Or at least they knew, but they forgot...
