History:

Founded 818 AS, The Order of the White Dragons (Commonly known as White Dragons) are a society of Samurai's and Warriors who wish to protect the Empire from outside and inside, paranormal and alien threats.

The Daimyo, after managing to somehow escape from the Golden Chrysanthemums capture and headed to Battleship Matsumoto. Where he began to tell of more outside threats then Gaijin traders and Bretonia. Which was all stonewalled so to speak and thrown aside.

The White Dragons operate out of Kansai Research Station, Nansei Research Complex, and known Kusari Naval Force's stations. Station of operation is Nansei Research Complex.

The White Dragons are an underground Branch of elite Kusari Naval Forces and Kusari State Police. They operate free of both KNF and KSP, yet answer only to the Emperor and Shogun.

Rumors also state that the White Dragons also work with the Hogosha to get a supply of artifacts for research, but that is all classified.

Rules of the White Dragons:

1.) Be ready to deploy in any part of Kusari space and/or Allied Systems.
2.) Never use open Communications. We are neither to be seen nor heard. We are Ghosts within Kusari Space. Open Communications is considered "System Communications" we are allowed to use "Local Communications".
3.) Pirates are not of our concern. We deal with the Paranormal and Alien threats to Kusari. We will not help KNF/KSP or any other Lawful vessel in the area unless dealing with something in our jurisdiction.
4.) Listen to KNF and KSP Broadcast reports. If they find a vessel containing, Nomadic or Alien Artifacts, move in to intercept. Destroy the Target if needed.
5.) Though we operate out of the Naval Forces and State Police Chain of Command, Respect they're wises. If the ship/person in question is carrying Artifacts, Nomads, Wild, or Nomadic Weaponary. You are to take control of the situation.
6.) All Missions and Intel are considered Classified.
7.) Operations outside the Zone of Influence are to be reported directly to the Daimyo for premission to carry on. However, Operations that involve chasing down and destroying an Alien target can proceed without premission from the Daimyo.
8.) We are not to get involved with Pirates, Smugglers (unless Artifact Smugglers), and the War. Tau-29 is as far as we go. We don't have time for childish games with the Bretonian War. We are to protect Kusari Space from Paranormal and Alien threats.
9.) Any Civilian, Un-authorized Naval/Police Personnel, Traders, Smugglers, Pirates found near the White Dragons base of operation are to be turned around by any means necessary. Destruction of target ship is last resort. Alien/Paranormal Threats are to be destroyed on sight.
10.) Nomads/Keepers/CS/Phantoms/Wild are to be engaged and destroyed on sight.
11.) If an Alien vessel is spotted within another House space, contact the authorities of that house and ask if they require assistance. If they do not respond, deploy over there quickly.


Rules of Engagement

1.) Never gang up on a single target if the target is by itself. (Ie. 3 or more people attacking a lone Dragon.)
2.) Respect your enemy and never underestimate them.
3.) If they flee for a Tradelane, leave them.
4.) If they flee in cruise engines, leave them.
5.) Anything larger then a Bomber shall have atleast four people attacking it. Two of those four needs to be in a fighter.

Daimyo - Leader of the Order of the White Dragons.

Gashira - Gashira are honorable Samurai, who have received this position by the Daimyo himself and who have pledged they're loyalty to the Daimyo, and the White Dragon's cause. No test is needed. Rank required is Kyunin. They also act as Department Leaders and Advisers

Kyunin - Highest Rank a player starting out as an Ashigaru can get. You must first have completed the set requirements of a Samurai. One Final test is needed to achieve this rank.

Samurai - The Samurai is a earn-by-honor rank. To achieve this rank you need to be an honorable advisory to your enemies and honorable pilot to your friends. Once you have achieved the 'Honorable' status, you will begin the final tests to become a Samurai.

Kachi - Second Lowest rank, In order to get promoted to this rank you need to have a set amount of flight time, donations, kills, and reports.

Ashigaru - To enter the Order of the White Dragons, you first need to pass a series of tests. These tests prove your loyalties to the cause. Failure to complete the test means your not getting in. This is is the lowest rank in the Order of the White Dragons

Note: Ranks are all the same in each department. Each Department answers to the highest ranking player on at the time, and department head.

Tests

Ashigaru - First, you'll need to fly from Planet Manhattan to Either one of our Research Stations. This shows that you have the guts. Should be the easiest task. Once this is done, you will need to make your way to the Operational station where you will submit your application. (This requires a Short Bio, Atleast two paragraphs of a Short Roleplay (that YOU have wrote.) and a paragraph on why you want to join the Order of the White Dragons.)

Kachi - To get promoted to Kachi, you will need 20 hours of flight time as an Ashigaru, you will also need to make a 500,000 credit donation to the White Dragons Armoury. To pass the final test in this rank you will need to complete two type of engagement's. (One vs One, and Group.)

Samurai - To get promoted to Samurai, you will need 40 hours of flight time as a Kachi, you will also need to make a 1,000,000 credit donation to the White Dragons Armoury. You will need to of participated in at least one or more Roleplay's that involve the White Dragon's, in you entire White Dragon career. Final Test is you will need to take down a KNF Destroyer (a Human, KNF Destroyer).

Kyunin - To get promoted to Kyunin, you will need 80 hours of flight time as a Samurai, you will also need to make a 1,500,000 or more credit donation to the White Dragons Armoury. You will need to of participated in at least two or more Roleplays that involve the White Dragons, in you entire White Dragon career. Final Test is you will need to be able to command a strike team, and successfully raid a certain station or target.

Gashira - To get promoted to Gashira, you need to have 120 hours of flight time as a Kyunin, you will also need to make a 1,500,000 or more credit donation to the White Dragons Armoury. You will need to of participated in at least three or more Roleplays that involve the White Dragons, in your entire White Dragon career. the Daimyo need's to have gained your trust and loyalty as a Kyunin. Final test is being able to command a small fleet consisting of one gunboat, and will need to of successfully raid a certain station or target. With no causalities.

Daimyo - To get promoted to Daimyo, the current Daimyo needs to step down to Gashira, while the entire Order of the White Dragons votes on which Gashira should become Daimyo.

Departments

Internal Affairs: The Internal Affairs are the pilots that fly with KSP ID and IFF. Their duty is to protect Kusari from internal threat's, such as Artifact Smugglers and helping KNF and KSP forces. Pilots within the Internal Affairs department cannot leave main Kusarian Space, unless aiding an External Affair pilot.

External Affairs: The External Affairs department are pilots that fly with KNF ID and IFF. Their duty is to protect Kusari from external as well as internal threats such as Artifact Smugglers, and anything Alien. They can also help Kusari Naval Forces and Kusari State Police forces within the borders of Kusari space. Operations outside of Kusarian space must be directed towards the Daimyo first. However, they are allowed to escort

Research and Trade: The Research and Trade department are pilots that fly with Kishro Tech. ID and IFF. Their duty is to supply the White Dragons with money as well as research into Alien Technology. It is prohibited for this department to enter Tau space due to the war.

Actually, (no offense to S-86) this faction is more roleplay geared then PvP. Yes we'll have the occasional fight. But we won't just randomly show up in Red Cat's and start shooting everything without first talking about it. You can literally go from Hostiles to friendly in a mere few sentences without a single shot being fired.

While the idea may be doable, the simple fact is we already have too many Blood Dragon (and Ku unlawful in general) factions as it is.

We have the NovaPG, GC, Kiretsu, BD, Sentai-86, BDW-C, and Consortium. I think that's more then enough given that there's like 3 full lawful Kusari factions (Not counting corperations). You could always RP this as an independant or join one of the pre-existing factions.

So, this is a no-go in my opinion.

Kusari is a constitutional monarchy led by an Emperor as the official monarch and head of state. The Naval Forces are under the command of a Shogun who, although officially subordinate to the Emperor, wields both political and military power as his representative.

So I am very confused when it comes to who is who and what is what when it comes to your definition of Emperor's supporters and Shogun's supporters.

Hmmm, the corsairs should be dominating the sigma 13 and 17 systems since the S13/Chugoku jump hole may not be open. The outcasts should be in S19 and in poor numbers in S13 (look at the npcs)

The dragons and outcasts are nevertheless even more each one than the corsairs in S13.

Ay, too many BD factions. Doesn't stop from any new ones from coming onto the scene though. All of the current BD factions are pretty hopeless at the moment. Even though I'm sick of seeing 'em around thers no problems with any new factions trying to make a break for officialty.

White dragons though?

Blood dragons are red, Black dragons (Hogosha) are black, and well you aren't exactly the opposite of the Hogosha, I think "white dragons" should be reserved for a KNF/KSP aligned faction instead.
