It's kinda lame to submit a violation report when you can destroy the cloaking ship.
Unless it does that on a regular basis, or can't be destroyed.

Anyone using F1 is invariably doing a pirate out of a little cash, in the instances you are referring to.
A trader's cargo can be a small reward for that loss, and he will lose the cargo later, to be replaced
with a sanction report if he gets turned in.
And lets be fair, a deliberate F1 is an extremely annoying lack of roleplay ... So, we'll leave it at the
current 59 seconds for now
