Really, he got the post only because he's the leader of the party being in the coalition of the one having most popular support. Votes for posts. How simple is that.

Not too competent, he's trying to do something good, but in the end, it's a farse. Many people (including all students) make laughs of his appearance. (and partly intelligence;))
