Widespread terrorism to make people realize just how awful you really are and how much they need us.

unless they ones they need can really do much about terrorist acts. Even if 9 from 10 of terrorist acts are succesuful terrorist wins. Thats why terrorism is so effective. Fear caused by the act, not the act itself is the porpuse.
