Very simply, besides very small differences in ship and tech availability, what is the difference between a merc and a Freelancer? they both folow EXACTLY the same rules

Mercenary ID lets you use tech more freely than Freelancer ID, Mercenary ID is generally associated with a faction while Freelancer ID is not, and Mercenary ID'd folks aren't welcome in Order space.

It depends on your preference, I prefer being a Freelancer but someone else might like being a Mercenary more. That's why they're the exact same price with the exact same rules.

This. Freelancers tend to act more like civilians, explorers, traders, and lawful help. While as mercs are usually more of the cut-throat go kill something and then get drunk guys.
