well it is for an AoE cruise disruptor.
In ToW the Gravity well generators were basically invisible wide area of effect cruise disruptors, with no EN drain and a high refire

Yes it is possible.
I'm not going to do these things; don't have time. I'm just noting that it is technically possible to do most ideas.

Freeworlds has one like that allready (1k blast range), and it's a standard tactic to combine that with the heaviest hull buster bomb (500m blast range) and suicide but wtfpwn everyone in range in a fighter.
That or launch them from cruise EK and tag a station and kill the people at it.
It'd basicly be a massive abuse/grief toy if added.
