If you can kill the trader after they have payed, they have no incentive to pay in the first place, and all piracy encounters will change from "2 mill or die" to "Die"...

If such a thing were allowed, it would be pointless to bother with any engagement rules at all. Would basically be the same as giving all unlawfuls a Terrorist ID, and that wouldn't be good for anyone.

If they refuse to pay, THEN you can blow them away.

You can take them to 0.0000001% hull before making a demand (very annoying though), and you'd be fine.

Can't kill a trader without making a demand and having it refused.

They'll just prefer to die next time, rather than paying. And whoever does does that kinda crap, killing after getting paid, should be shot in the head.
