Of course you can't. Sell/construction places are the same like now (shipyards).
It wouldn't really limit the cap spam, but retard it. Because you've to do more than get the the cash. Let's take a look at the Westfalen event - in the end it was limited to 7 days and was done in one (?!). That's was because all people focused on the deliver.
If you now have to bring the same amount alone, it takes more days (or weeks).
Limit 1: Deliver the needed cargo.
Now you can expand it. A construction can take time. 2-5 days for a battleship for example (ok, not really realism, but people shouldn't wait months/years for it)
Limit 2: construction time
Then you've to purchase it.
Limit 3: Cash.
And get permission.
Limit 4: Guard ID.
Well, it's the first concept. Of course there are some problems with it.
No, this idea doesn't really help improve anything.
What if I want to RP a ship that has actually been in service for years, but want to buy it today? It wouldn't have anything to do with a limited number of ships having come off the production line in the last month.
The act of purchasing certain* ships can be considered an ooRP action anyway. Consider a captain in the Navy: if he gets promoted to command a larger vessel, he doesn't have fund the next ship himself, since it's actually the property of the Navy anyway.
*this example does not hold well for, say, a Freelancer who would be able to save up credits to buy a fighter, but I think you get the idea.
How can you be sure? I made enough cash for eight stuffd battleships, think people dont have time to trade? It just leads to more Q_Q whine threads about pirates, mining and whatnot.
Plus, capspam is present just in Liberty. Solution is obvious. Move out of it. Avoid Liberty, upper part of Rhein, Corsair outcast and order space and you are fine.

No, you commission it several years in advance... Or you get an old one from the army surplus store.
And I have heard a rumour that this is supposed to be a role-play server, which means that sometimes we should sacrifice in-game advantages for the sake of realism.
So, it seems to me that things like battleships should be distributed by appointment only; i.e. by negotiation on the forum.

Thatd kill population on the server. Not everybody is on forum. NOt everybody can write textwall of ossim story to get one.
If you dont give players freedom, theyll go to place where freedom is. While then we can have realism, we will have 25% of players too. Not much fun to have in empty space, is there? You´d miss the capspam then...
