I'd put all Outcast aligned/allied factions are allowed. That way not only are GoR allowed in, but Outcast-tagged non-GoR characters, and then characters/faction allied with Outcasts, such as BDR, Blood Dragon characters, GC, Rogues, etc.
ooc: Anyone not in a player faction will be stopped and scanned. Depending on your ID, you will be escorted out, asked what you're doing, or killed with warning.

Sir, I understand your point on this. But SCRA keep going into Vespucchi even though they are not allowed. The SSO will not enter Vespucchi unless allowed and thus Vespucchi will be a safe "haven" for the SCRA that are escaping from the sso hunters.
I have rescinded the order. It was in effect as I have enough rank to make orders.
