How about dropping the SRP mechanism completely? Everybody has to stay within the bounds set by the tech chart.

You can't expect faction leaders to look at things without ooRP feelings towards the players submitting them.
Admins are obliged to do so, or remove themselves from the process.
Or at least should be doing so.
IE: I am the Phantom Faction Lead. Steve wants a Phantom Ship. I don't like Steve, I say no. Steve Q_Qs and can't have his ship. What is he going to do, go to his good friend the DSE Faction Lead?
EDIT: Just incase anyone Q_Qs at the example, it is just that. Replace Phantom with RM and DSE with IMG, if you must.

Won't work. Believe me, I thought about it. The reason is that faction leaders are insanely busy as is. Plus more transparent system = more requests.
I'm still for making most cells green, which the exceptions of Phantom and Nomad tech and the like. I mean, we're all sitting here, arguing this over the forums, but all of us RP, right? None of us are going to grab a Guardian with mixed Suncannons and Hornvipers and are going to go powerplay crashing into Malta and destroying it, right?
What's the worse that could happen. Instead of getting shot at by LABCs, you get shot at by Bretonian destroyers? Call that breaking the immersion all you want, but having my RP that I put effort into and filed as a perfectly legitimate request denied because of OORP reasons is what breaks it for me.

Real difference is that the [LN]-LNS-Durango is going to kill your vessel whilst Cam's Battleship will sit next to the mooring-point trying to kill you while his bot-supply reaches below 100 and thus he promptly docks and exits the game. Depending on the situation you might even receive a badly constructed insult or a desperate attempt to save his last bits of pride.
Which comes to this question, you feel you would rather get shot by Cam because he can't kill you if you fly above what I consider "low-skilled" or because the other guy fires away projectiles owned by an Official Faction?

Anyways I think that the SRP is a pretty huge fail. Examination of the discovery community suggests that the proposed system in the OP would be similarly unlikely to succeed. Rules about being nice, allowing for witch hunts (I mean evidence gathering, such as the evidence "gathered" against Harvester 64 or what have you) and so on is generally ill advised.
Essentially systems which promote review and comment by fellow players in regards to haves and have nots is going to generate some bad vibes, man.
I would, instead, suggest something akin to the following:
1) Slap typical SRP stuff like cruisers and the like back on their IDs. That concept was a lolfail. Maybe 18 Spyglasses running around Liberty 24/7 will give the LN some much needed combat.
2) Red cells = 90% + White cells.
3) Make the Barge commonly available for sale.
4) SRPs locked down. Sorry RFP pilot who captured a slave liner.
Essentially continue to strip away more of the stewardship of RP burden, with all the social rancor that conjures, from the shoulders of the admin team and place it in the hands of the playerbase.

Reading more than the OP might be an idea. I get (got, now) a ridiculous amount of SRP requests as it is. As I said. Transparent system = more requests = more stress on faction leaders.
Or we could go back to doing it the old fashioned way where people had to have a story posted. Nothing amazingly elaborate, just something to say "Hey, here's why I have this."
