Although I play as a Navy Officer, I have to say its a little annoying when smugglers especially dock with a gate, leaving you waiting to dock. Most of the time they get away which is a little annoying.
Tag + ID = able to preform a lock-down on trade-lanes/jump-gates/stations/docking rings OF THE SAME FACTION AS YOUR TAG AND ID!!!
In most houses:
Planets are owned by the police
Trade-lanes are owned by the police
Jump-gates are owned by the police
In most border-worlds:
Trade-lanes are owned by the military or corporations (like the GMG)
Jump-gates are owned by the military.
This would also prevent ANYONE FROM LANDING ON A BASE THAT THE OWNING FACTION HAS TOLD THEM NOT TO
THINK OF ALL THE SANCTIONS FOR OOC LANDINGS IT WOLD PREVENT!
so, TL;DL: Owning factions of X would have the ability to lock down X.
Indies to.. but an indie /lockdown can be lifted by a faction /unlock
Edit: /lockdown would have an effect time of 2 mins and a recharge time of 4
/unlock would have a revering effect and no recharge time
Wow . . . Not being hateful now . . But, you are joking, right? . . .
You simply can't give that much power to a player in the game and expect that abuse will not happen . . ('Official faction' or not) . .
My suggestion to this would be if there would be a way for a player with a police ID to be able to shoot down a trade lane without affecting their rep temporary . .
By allowing this, they can shut down a trade lane for inspections or to catch a criminal without having lawful NPC's at their throat . . (However, this can also be abused as well, so, it may need more thinking on my so called "idea" . . .:mellow:

Maybe the tradelane part could be taken out - perhaps the jump gate lock down.
But, if you look at Valina (battleship unity having the Colorado jump gate under its direct control) you can see where jumpgates could be actively locked down. Manhattan locking down after juni killed one measly person in a system of millions (ok, the lanes were still active, but they had to kill the battleship blocking it first.. so.. drop the lanes knocked out thing)
Also, the rules state that is -ANYONE- owning something (a base) says "dont land there Mr.X!" then Mr. X cant land there unless he feels up for getting a sanction for OOC actions.
The rules are already in place.. the sanctions are already pouring in... this cuts out the middle-man.

Well, that is a very good point you brought up L.L. . . the only issue to this is that Discovery is a bit different compared to original Vanilla. . . Granted, it would be nice if the ID of a player (Lawful / Unlawful) would reflect on JG access in a system . . This alone would eliminate the need for this command. (Why would Liberty give JG access to the Rogues, for example) . . .
Granted, in this example, the unlawful can still access jump holes for their escape
The fact is that Discovery never implemented this and, to introduce this now could be a bit of a challenge to the community . . (In my opinion)
Now to your other quote on the rules. . It would be nice if a game mechanic can be implemented to keep all players from a OORP dock on a base . . And, granted, implementations have been made to control some of this already. The problem with me is that if players are given the power to be judge and jury, there will be abuse and cause a lot of discontent in the community . . (By cutting out "the middle man", as you say, you are eliminating the Administration team on these decisions) . .
And I believe I understand your reasoning on this L.L. It will help lighten the load for the admins . . But I feel that it may cause more damage than it does good. . .
Honestly, I feel to give the cops a break, they should be able to shoot down the lanes to catch someone without any repercussions to their reputation . .
Granted, I am Not a Mod expert at all, but it seems that this could be done with the least amount of work and have a lesser chance of abuse compared to the other idea in this thread . . .

People say that this would unballance the game, but one heavy figheer killing a transport alone in 10 seconds is balanced to WHO?
I think this is a very good idea. Cop's rule their sector, they should be able to remotely control the gates without shooting, mainly if we talk RP-wise. ("Look, that guy stole my car!" - takes a weapon and shoot the tires, then shoot the gas tank and expldoes the vehicle. That is awesome, but unless you're Jack Bauer, you probably wouldn't do that)
And after all, life is unfair. If the RP game tries to mimic that (but in space!), a little overbalance for the people in charge is always good.
And I don't liked the "stop smugglers from quickdocking" thingy...

Things I agree with:
- Having ability to /unlock
- Consider making it targeted to avoid traders being stuck at jump gates.
- bases is worth considering.. but probably only if it's targeted.
I'm not sure how many complaints come in about people landing at bases they shouldn't be considering the RP situation. If this is a common event then the base lockdown might make sense. Only the admins can really say.
EDIT: oh and I'm for giving it to indies if that wasn't already clear. Possibly to all owners of the system (ie: if the gates are owned by the mining company they can control them, etc... maybe some long cooldown/activation version for lanehackers that works everywhere)
