I think this is a very good idea. Cop's rule their sector, they should be able to remotely control the gates without shooting, mainly if we talk RP-wise. ("Look, that guy stole my car!" - takes a weapon and shoot the tires, then shoot the gas tank and expldoes the vehicle. That is awesome, but unless you're Jack Bauer, you probably wouldn't do that)
And after all, life is unfair. If the RP game tries to mimic that (but in space!), a little overbalance for the people in charge is always good.
And I don't liked the "stop smugglers from quickdocking" thingy...

You don't like the notion that an LPI, for example, can shut down you docking on Manhattan with that full load of cardi even if he didn't get within scanning range of your ship? ? ? . . .

I didn't liked it, but I never said I didn't approved it.
And no, I'm not a smuggler char. I do whatever I feel like it when I get the chance (nothing unlawful, of course) but I may, sometimes, do some <strike>slight illegal</strike> trade.
And locking lanes and stations is one thing, planets are different. I mean, there are no doors to enter a planet now, are they?
I like the Idea for:
Role play reason, Police are responsible of citizens security in populated sector of Sirius, Military is more a political oriented role, against other houses or serious threat to the a entire system.
I dislike the idea for:
player abuse in general term, the command been too ''general'' and massive.
My correction:
make the server command to work only a specific target (which would be under 10K of range), This command will block the specified ship to dock or enter lane in a fairly large area for a limited amount of time.
Server rule would ask that such command is not used to cooperate with military and or (freelancer, hunter, things). For the same reason, the command would be visible in system chat just like the f1 thing or the /stuck.
How I see this in role play is a opportunity for police to really '' arrest and or chase '' pilot. If there was a police who detected a smuggler incoming to manhatan, he could decide to arrest him.
When you think about it, its a logic in the role play matter: how could a spotted smuggler would land safely on a planet?
Now discuss. I am not quite sure its such perfect idea.
The docking rings help the ship to land safely, but there is no planetary shield blocking the thing. Theoratically one could surf the ship throug ht the atmosphere to land.
But Ian made a point, if the guy's detected, he probably wouldn't be able to land, but a planet have illegal traders too... I don't think it's fair for a police player to see someone far away, out of scanning range, and block him under the excuse that he "could be a smuggler", That would make smuggling virtually impossible, what takes all the fun out of it,
I really like this idea, and I don't agree with those who have said "It will kill the chase" It wouldn't have that effect at all, unless the pirate is incapable of thinking of any other ways to attempt escape aside from going:
"LOL IMA TAKE UR TRADELANE AND RUN FROM U"
If anything, this would possibly make 'the chase' more believable and 'realistic', if you want to call it that.
I mean sure, we can shoot out the tradelanes already to prevent escapes, but putting it into perspective, would a military or police pilot really damage government property in order to stop some random criminal?
Perhaps More importantly, would the Command bodies of such organizations condone the destruction or damage of government property in order to stop criminals? I highly doubt it so...yeah.
I'd personally like to see something like this given to Official Faction players over anyone else, but I know if it were to be implemented it would likely be in a way that it would be given to anyone with a specific IFF and ID, which is fine by me as well.
Additionally, I agree pretty much word for word with L.L's opinion of this idea.

In most houses:
Planets are owned by the police
Trade-lanes are owned by the police
Jump-gates are owned by the police
In most border-worlds:
Trade-lanes are owned by the military or corporations (like the GMG)
Jump-gates are owned by the military.
This would also prevent ANYONE FROM LANDING ON A BASE THAT THE OWNING FACTION HAS TOLD THEM NOT TO
THINK OF ALL THE SANCTIONS FOR OOC LANDINGS IT WOLD PREVENT!
so, TL;DL: Owning factions of X would have the ability to lock down X.
Indies to.. but an indie /lockdown can be lifted by a faction /unlock
Edit: /lockdown would have an effect time of 2 mins and a recharge time of 4
/unlock would have a revering effect and no recharge time
Lobbies Idea is great, but I dont think that locking down bases is good. The range of this command should be limited to 5k, if you give it the full scanner range you could just spam /lockdown everytime you see something red popping up.
