He came into an underage girl.

He saw Chris Hansen and the cops from the motel room window on the 3rd floor.

He left the motel quickly using the backdoor, he got into his van, he got into a high speed chase with the cops, the cops rammed his van off the side of the road into a ditch, Kanga hit his head and got knocked unconscious, he woke up in a hospital, he suffered brain damage, he escaped the hospital and the cops somehow, and now he sits at home with brain damage, which is why he says such stupid stuff.
