The possibilities for legit and healthy add ins would be endless

Hehe, I just love the idea and the buffs within it.
But somehow I think it would be difficult to put them in the game and make them work good. Maybe they will cause negative things in the game, like new bugs, slower game speed etc. But I aint an expert on that zone >.< As you might see.
Anyways...Funny idea;)

Instead just make the reaction time slower, Because thats usually what drugs do to you.
Or just make the drugs last for a certain time, and when it wares off, you become slower than normal.

Mudd, once again you amaze me. Great idea, but as others said would be hard to implement. Cardi=faster turn speed and weapons are more accurate, however when it wears off you turn much more slowly, weapons are much less accurate. Weed=ship shakes less when shot, when it wears off, you need to have food rations (not synth paste mind you) and water in your cargo hold or you suffer a huge penalty to turn rate.
Just an idea. But as someone said, would need to be lawful variants too. Hard to implement, but a great bonus for RP.
