The Military decide that the revolution's fuel is going to be destroyed or recaptured. Organizing a force to scare/convince the miners they are strong and will put down people who oppose them, they lead their force to Leipzig station because that is where the miners unload/load their cargo.
The Hessian recruiters make their regular trips toward Leipzig station to see if any would like to join but encounter a military force. Once this major force was seen, they fly back to tell their leader who desperately tries to rally a big enough force to counter this fleet before it dispirits the miners.
Forces:
RM: As many as you want but 3 cruisers or gunboats are MAX
Hessians: As many as you want but only 1 cruiser or gunboat MAX due because you are desperately assembling a quick, strong punch that will kick them out.

It would also help to include maps of the event and a planed roster.
Well when people (rp wise) want to join the revolution, they would most likely head to leipzig because that's where the revolution began (or around there). They would await or listen for news about the hessians there and if they found out there was a hessian nearby or on the base, they would look for him/her.
Battle: The hessian recruiters come from Vogtland. The recruiters head to Leipzig were they see your force so they run back to Vogtland and tell the leader who assembles a fleet (which is already there but is still gathering) to attack the forces at Leipzig. The Hessian recruiters head there at 6:00 PM GMT and head back then at 6:30 PM GMT the hessians send their army there to fight the military.
