Yes because when you are in war with someone you first inform him politely writing romans before you start to shoot him.
RP does not mean typing but acting as your character would act- from my 4 years around the Corsairs do it the best- that is a fact, fact is also that this is the only NPC group with solid consistent player base with 3 official factions to back it up, the only one NPC group in the whole server that can hold its own vs 10 enemy NPC groups and represent it in game with actual actions, think GRN here to get my point.
Corsairs are the only faction that got brutal nerf on shieldbusters, energy nerf on hull busters, HF that is slower then VHF, worst bomber in the game, brutal nerfed Battleship and on top on that increased activity compared with 4.85, compare that with the other brutal nerfed faction- Outcasts- they are rare sight in space right now.
And mind that all Corsair enemies have better technology for fighting group fights-Titans are easy targets with slow guns in group fights, all corsair enemies have faster and smaller ships with better gun speeds....
So yes Corsairs do on 100% the best RP around this place.
However in General the understanding of RP is flawed.

Orbital Spa & Cruise, Planetform, any faction that has limited money-making and pew pew opportunities. Reason being that these factions are only played by people who go for roleplay and nothing else.

you can see them in Eta doing cap missions...Remove Eta missions...then No OC lads around..

However, I don't really think "the best RP" can be defined. There have been some truly excellent moments over the last however long I've been playing here. Some wonderful story based things, and some fantastic bits of acting in game. But I don't think I'd be able to pin down where "the best" RP has come from overall.
The only defining factor would be that it comes from people who have developed the involved characters to the point where they know intuitively how the character thinks and feels in any given situation, and allow themselves to be that character for the amount of time they're roleplaying it.
There is no best, or worst RP. No group better then another. It is based on how well all involved enjoy each little encounter.
For example i can come upon 1 group and RP my navy char with them, and all have fun. Then later encounter a new group with same char, and RP and they may not enjoy it.
Each person has their own idea of what is good/bad RP.
RP fully depends from situation. Once you may RP with your enemy, and dont make even single shot. In other way, your RP will be dodging from Sairs Dreadniugh, who came to Stuttgard, and decided single Wraith a deadly threat. And ofcourse, about player's mood. Sometimes, you want exacly pew-pew, sometimes nope.
