You know Commodore that I like you and want to help, but have you looked at these? There is nothing there that shows who this guy is, what is flying, or what he has done. In the first shot it appears he is being chased away from Rochester. In the next two I can see Rochester, but not the other ship. It appears that the recording ship is between the target and Rochester.
I don't know this guy at all, but since you have always been straight with me I'll be looking into this and see what I can find out about this guy and deal with him appropriately.

Well, I see that the Liberty Navy have decided to try to get his man banned from out basses, eh? Well I have to say Jack, I understand what you mean by those pictures... they are not to clear. Luckily, I need to support the Commodore on this one.
I have witnessed with my own eyes Teg Helfer being attack by the Mandolarians and the Navy because he was trying to claim some crazy bounty of sort. Well, they were flying directly to Rochester when I saw them so I have to say that Mr or Ms Hefler is brining un wanted force to out base and should not be granted docking rights on Rochester any longer.

The first shot is meant to show, clearly and in no uncertain terms, that the particular engagement happened well outside Rochester's perimeter. As for the rest, I believe that the person who submitted these shots was trying to keep as close as possible to the target, which can be seen on the distance indicator on the scanner in the bottom left.
I am also going to attach a copy of a report in the Navy communication arrays to you, filed by Captain Zanders. This is of a seperate incident, but proves his criminality.

This Tej Helfer, a mercenary working under the Captain of the Maelstorm who has recently issued a bounty against us was found in the New York system. I know his kind, hired murderer, arrogant individual with an ego the size of Planet Manhattan. He was hiding, but if you challenge him, he must come out. Such as his nature, to let his ego get in between professionalism. I pretended like I was defending my name or some-sort of manhood talk over the system, the minute you make it public he must reply. I knew he would.
I told him my location, and eventually he did come. Initially questioning if the allied navy pilots around me were going to attack as well. But they were just there to form a perimeter around my duel. I wanted to make sure he couldn't escape when his last nanobot would be used. Because a man with too much pride, will also be a coward, once said pride is hurt. However, he didn't escape. He was shot down. But he was clever, at the very last minute when his ship could take no more gunshots from mine...
... He stopped his vessel from moving. And fired a mine to destroy his own ship. Hoping that the trick would fool the public he was so desperate to win over. But that is the best part, the Liberty Navy is not some kind of war-clan. This was not an attempt to achieve the public's attention. It was simply an easy psychological tool used against the Mercenary, to lure him out of his cave and eliminate him.
He is weak. He does not possess any skills that are considered a threat. Hence why he preys on the weak, the Ensigns of our force is whom he constantly try to chase. Those he know he can overcome. But even though we superior officers can't always watch over those inexperienced pilots, I still know a tactic that can beat even a predator of the weak.

Tej Helfer is a confirmed unlawful mercenary working under a known criminal, captain of the Maelstorm as stated by my report. He hunts Navy individuals of the Primary Fleet for money. This is therefore classified as murder and assassination against lawful enforcement. Laws that have been broken are severe and there is already a standing bounty on his head and an issued K.O.S. order. His combat abilities may not be a threat against more experienced pilots but his attacks on our Ensigns are not to be taken lightly.
This is a walking murderer sir, and the evidence provided shows that an engagement, an attempt to neutralize said hostile target was made near Planet Manhattan. Once said target, Tej Helfer was low on bots, the evidence clearly shows that he was using your base to avoid justice.
Ensign Jennifer Kelly confirmed that in actuality they didn't initiate engagement against Tej Helfer, he was there to try kill Ensign Jennifer Kelly for a bounty. An assassination attempt gone wrong when two Mandalorians managed to provide back-up for our Ensign. It was at this point that Tej Helfer attempted to flee from the scene, taking the quickest route to your station.
Additionally, if you take a look at the Official Liberty Criminal Database, you will see that he has already been added as a wanted man. This report and confirmation was done days before this incident happened. I think it is crystal clear what you should do on this matter and I hope the ongoing discussion ends here.

You've got to be kidding me. Who let that monster in there? Military warships have been banned from docking on Junker bases for quite some time, especially military vessels that are waging war on the house in which they are docking. This will be dealt with.
