If you belong to a faction who uses pulse weapons with a projectile speed of 600, then the choice is dependant on four things. Availability, refire rate, energy cost and shot type. A fat shot type can limit your vision of the target in jousting for example. Energy cost reflects upon your ship and refire rate is a personal choice.
If the faction you belong to doesn't have 600m/s pulse weapons, then I would imagine any of the faster projectile speed weapons are better to match the standard Sirius tech pulse gear available.
Having said that, there are certain pilots out there who can overcome this problem quite easily.

I am pretty noobish when it comes to guns. I would like to ask an advise on which guns would be the best for a nubish pilot like me? I don't care about how they look, but more of the energy/damage output/consumption. I don't that I have that good of an aim and I fly Eagle for now. I tried Dulzians, Solaris and I liked them for the ability to blast a long time, but damage is low. Right now I am flying with 4 Medusas and 4 prometheuses. And how would one go about getting better? A lot of you will say practice, that is what I do, but seems like I am not getting any better.

Honestly, it all depends on your personal preference. I'd suggest 3.03s, for someone who's, for lack of a better phrase "middle of the road". Proms should work good, for you.
Dont go for Dulzians unless you can aim rather well. They become surprisingly effective when coupled with a good aim and some crafty dodging. I'd only suggest 2.00s unless you're effective at dodging.
As for improving yourself, there's pretty much only one way to go - practice (yeah, I know that it's been said before)
Taken numbers from here, divided hull dps and shields dps by energy consumption and the result is here (PDF; see two last columns).
650s are surprisingly efficient. Those of quick refie rate perform poorly.
