They could have loaded-off the refugees from two much closer positions from the Munich System,
These two locations are:
• Planet Holstein, Frankfurt System
• Planet Kurile, Sigma-17
Both of these Planets accepts the influx of refugees and you can check the validity behind this claim via any route-data program, I personally recommend using codename: FL-COMPANION.
The Frankfurt system is the neighbouring system of Munich.
And they had to pass Sigma-17 system to reach Sigma-13.

Once again, the emperor has failed to address the issue at hand. I know you have no intention of doing that so just quit. There is no explanation for this. Hey Yamakazi, pull your head out of your tail pipe and look at all the facts again. Transports leaving Yanagi were attacked in the Sigmas. The ships leaving Munich were empty en route to rescue the disabled ships in Sigma 17. It seems you are as deceptive as your emperor.
You were routing from Munich to Yanagi, to provoke an attack with the Kusari House, using refugees as human cover when you could have loaded them off from much closer positions. All logic speaks against you.
