Recently, civilian mining operations have begun to severely congest the immediate space around the Battleship Essex. Several Armed Forces operations have been hampered by the congestion, leading to the following changes in operating procedure for the Essex, and forces in Dublin.

1. All hedgemon class mining vessels are banned from docking on the Battleship Essex except in emergencies that would result in direct damage to the mining vessel. Fighter craft are encouraged not to linger, but no action will be taken under normal conditions.

2. All transport and miners are to maintain a distance of three Kilometers (3 K) from the Essex.

Punitive actions for failing to follow these directives will result in any of the following actions.

1. Warning. This should proceed all other punitive actions.

2. A fine of no less or more then two million credits.

3. Arrest, or other measures should they be needed.

Dublin is under martial law, and further directives may follow if necessary.

This just shows how Bretonia authorities could care less about the Independent Miners.
Anyone flying with the: Miner ID, has no longer any base where to dock in Dublin.
Graves(BMM); Hood(IMG), where already out of boundaries for such miners, now is basically saying that if you are not a BMM or IMG member, and are a miner, you are pretty much banned from Dublin for you can not dock with any base on the system.

With this announcement, BAF has pretty much resigned from protecting independent citizens/miners from trying to make a living.
I just wonder what next are you going to resign from?

Then let the Independent Miners Guild be extending this invitation for you to join us among the Guild, and we'll open the Hood to you. Also note that this order does -not- prohibit you from docking at Essex, in case of an emergency such as a Corsair or blackguard attack. It's simply meant to stop Essex from being cluttered with all manner of traders, and that clutter interfering with military operations. I fully understand why the Admiralty made this decision in a time of war and martial law.

Any neutral trade vessels are welcome to choose the Hood as an alternate port to berth on, or trade at. You'll see Mollies there from time to time - they shouldn't pose a problem around Hood itself though. Hood is also conveniently located within sensor range of the Leeds jumphole, which I believe is a waypoint on the most common route for gold ore haulers. I imagine most BOWEX trade vessels would choose Graves as an alternate station.

Officers must exercise discretion, and must especially note that taking this order to the point of destroying traders and miners is an absolute last resort. And should not happen to Bretonian vessels with BMM, Bowex, or Gateway IFF.

For example, BMM ships should be notified, told to relocate to Graves, then warned.
But not opened fire on. Collect evidence of their transgressions and send it to your superiors.

This is a reminder,

The battleship Essex is off limits to all civilian traffic, except in a time of emergency.

All BAF pilots are ordered to enforce these orders with weapons fire if needed.

Destroy a violator only in an extreme case.

All IMG vessels are ordered to use the Hood as their safe haven, the Essex is off limits to IMG vessels.

It should also be noted that all Capital ship permissions for Dublin are here by revoked, and any capital vessel found in Dublin belonging to any nation/group other than Bretonia will be escorted out of Bretonian territory and a hefty fine levied against them.
