inRP, NO FACTION of sirius can afford to hand out dreads, battleships and cruisers like candy, as it is now.
The official factions, has for YEARS asked to be given controll. Liberty Navy, Outcasts, Corsairs, Order and lately Bretonian Armed Forces has had/have huge issues with their capitals. For some its simply unbearable to whatch these caps do as they want.
To give a faction, thats not admin controlled, the responsibility to control the issuing of capital vessels, we must first add some rules/faction rights and limitations to that power.
My idea is based on the point that each official faction should be in control of the issuing of ship, but they does NOT have the right to blindly deny an application.
As of first we add a special ID for every faction INSTEAD of the guard ID. This faction ID can ONLY be bought by the members of an official faction using that same ID (leader get this ID issued, then HE/SHE HAS TO BUY ONE FOR EVERY MEMBER IN HIS/HER FACTION). yes this is "buying/trading ID's but this ID has nothing special to it. Its supposed to work like the CR/Nomad ID. Only faction members may use it.
Example; In Virginia, at ONE given base there is an ID sold named "Liberty Primary Fleet ID". This ID states that the holder is indeed a member of the OFFICIAL faction. ONLY players with THIS ID can buy it. NOONE ELSE. So David Hale get this ID added to his ship by the admins, then HE has to buy another one (for the sake of function, they will only cost 1 credit each) and hand it to his member. Thus this fella can now spread it on to other faction members. OFCOURSE, this ID IS NOT to be given to anyone outside the faction.
This ID again, gives you the right to purchase a CRUISER or BATTLESHIP License (1 credit). This license allow you to BUY a cruiser/Battleship. They MUST be mounted on the ship that wish to buy a battleship/cruiser and functions as an scanner.
Now to how the system should work:
Each pilot must BUILD their reputation to get a ship. One must roleplay as a gunboat captain for a minimum of 3 days, to a maximum of 14 days to be able to obtain the next "level" of licensing, in other words. One must first roleplay as a gunboat captain, BEFORE being promoted to a CRUISER captain.
Each official faction as responsible to lay down rules and regulations on how their capitals are used, and breach of these rules will prolong the trail period or in serious cases lead to a demotion to the ship class below, i will explain how this shall happen later on.
Ofcourse we cannot just have you run around for 14 days and claim to have roleplayed, you need solid proof. Guncams, witness reports or a vote of recommendation from a Official faction leader.
Once you have passed your trail, you may post in a special request thread that EACH OFFICIAL FACTION HAS TO MONITOR AND RESPOND TO. There you will provide your evidence, your request for the next ship class and shipname. If your application is looking rather shady or too thin, the trial period may be extended for another 14 days, upon which you can apply once more. If your application is accepted, an official faction member will meet you ingame and trade the cruiser ID with a battleship ID. You may only possess one cruiser or battleship / character.
In the case of breach of the faction guidelines for usage of cruiser or battleship class vessels one might be demoted to the ship class below with NO refunds. These requests demand a high quantity and quality on the evidence gathered against the said cruiser/battleship captain. IF admins find this to be poor behaviour, his battleship will be turned into a cruiser.
In the case of factons with Battlescruisers, these will be the step between battleship and cruisers. So for a bounty hunter, you must first roleplay in a thresher, then a bullhead, THEN you may get the Mako. Same goes for Order, IMG and Liberty Navy.
IF a faction is caught abusing their responsibility to issue licenses to players whom has proven themselves worthy, the faction will at first offence be issued a warning. At the second offence the faction will with immediate effect loose their official status. Their ships will be jailed for 72 hours (for admins to change their ID's from Official faction ID to standard ID).
In the case of a namechange, the owner of a capital vessel must alert the faction of which his ship belong to atleast 24 hours prior to renaming.
Pro's and Con's of this system:
Pro's:
- Gives official faction more control and will decrease the amount of so called "lolcaps".
- One must provide evidence of real roleplay, this roleplay must be written in english as per server rule.
- Today many players who own and fly capital ships show poor english knowledge. A system like this will both be a way of teaching english, but also a way to weed out players who does not meet the server requirements
- capitals will now be properly played (atleast for 14 days), and less abused (hopefully, cuz now you can loose that huge pile of money)
- official factions will be using less time whining about the lolcaps as any lolcaps around will now be the result of their poor judgement.
- players who wish to play in a battleship, now has to stay at the server for atleast 1 month (just to meet the roleplay time required) as of today, one may only go grab a trader, powertrade for a week then lulz around. Within 1 month of serious roleplay one will be more aware of how the server works, but also how to behave and one will most likely roleplay on other characters.
- PVP whores who use caps will no longer be using their caps if they cant roleplay. Rules state, ONE MUST ROLEPLAY. as of today we have many pvp whores around who barely roleplay enough to meet the "1 line engagement notice" rule.
- If the behaviour of a capital ship is untolerable, we now have a way to deal with that issue INRP without FR'5ing too much.
Con's:
- Reduces the freedom of ships to buy
- Requires you to roleplay even if you dont want to (too bad this is actually a RP server)
- It is open for abuse (as with anything that exist in this world)
- It places more responsibilities on official factions (not that they have that much responsibility to begin with)
- Alot of capwhores will complain about this system being unfair
- Possible increase of workload for the admins (incase a big faction abuses the system and all have to loose their ID, or incase of a lot of lolcaps having to be changed into a lower shipclass)
I really find this idea to be great, even though it may make getting a cap a bit too difficult.
But otherwise, I like it. Yet I have one question: What becomes of all the ships flown by people who are not members of the corresponding Official Faction?

one must not be in the faction to get the ship, but the official faction decide who they will give the cruiser/battleship license to.
So you dont need to tag yourself or anything, but your required to post proof of having roleplayed for atleast 14 days in the ship class below the one you request to obtain the license.

I say the same rule apply to bombers. There are a ton more lolbombahs then lolcaps.
and there is just as many if not more lolfighters then lolbombers. But both of these are easy to deal with. At most it takes a few minutes to beat them or escape from them. A cap can take ages to take down, especially for two bombers.... thats alot of time, with alot of trouble.
