For people that use their caps properly, well. 14 days of roleplay if you roleplay to begin with is nothing. people who are known to be good captains would obviously get their licenses right away without any hassle.
i agree with your outline, but it will increase the admin/mod workload by heaps. Thats why i suggested to use the official factions for this. The factions arent that overloaded to being with.

Some of us have tried. I know Patrician in 101st tried, I personally tried, i know a few LPI/LNS players back in the day who tried every day to teach the Liberty caps how to play. But our lessons and suggestions only help for 2-3 weeks at most.... In the end, we use more time helping then enjoying the game.

well you see, by the time the 2 bombers have started raining their snacs, another dread will have arrived. then a gunboat, then another gunboat. then the fighters come around and suddenly you got a lolwut furball.
I agrea it would increase admin workloads, but we all know what metagaming "so and so's" faction leaders are. This would not be fair.
60% of the new players want to buy a Dread after they make much money. Block the purchase of caps and most of them will stop playing in Disco.
Controlling Official Factions would be a difficult task
So I am negative in this proposal.. :rolleyes:
1. Personally, I think it's a good thing. Means they're not here for the roleplay, nor are they willing to learn.
2. Might be hard, but not impossible.
All in all I'm negative as well, but just because of the freedom limitation, in some way.
I mean, it's a game. One shouldn't have to work to be able to have fun. One shouldn't be able to ruin other's fun either. Pretty damn hard to find a balance.

The kind of metagaming leaders who are at foul play here, who are subject to not rules but their own are in complete power of everything, Why would they stand down? The very fact they are in such a posision shows they couldn't care less for anyone but themselvs and their buddies.
I'm against this idea. Yes, I hate lolcaps. Yes, I own a Kus indy BS myself. Yes. I co-lead an official faction that has access to caps. I can predict what will happen if the factions have to start handing out BS/Cruiser tickets:
a- A few factions will kneejerk and close off caps alltogether.
b- A few factions can't be arsed to regulate it and open it to anyone who can bother to register their ship.
c- A few factions will actually do what is hoped for and hand out caps to anyone with 2 working braincells that is able to communicate and to a degree work with the faction.
a- will cause a lot of hatred by non-faction members, rigthtfully claiming bias.
b- will make no changes to the existing situation.
c- might work, but people with their own ideas about how to roleplay a capship for that faction will still whine about bias.
In short, whining either way. That's why this is a bad idea.

lolcap... big thing with lot of firepower.. hard to stop.
lolsnub... can be just ignored cause they are easy to deal with. if needed (in extreme situation) it simply can be blastet within seconds

idiots who fly a heavily equipted, expensive military capital/idiots who have control over a US warship (ok sometimes but very rare:D)
the problem is... in RP you can play out that a total idiot was able to get a fighter anyway. capitals belong to organisations or any military. nobody would allow them to fly such a "toy" if they are just stupid.
i think that a big problem is what will keep ppl from trading thier cap ships on the forums? and how do you know someone with this ID wont got willy nilly selling the ID's for say like 10m each?
