Lag plays a large part in snub battles lasting longer.
Inherent issues with fast moving objects, people's aim and general reaction times all come into play with snub battles.
Cap battles are far, far easier things to get right really.
That said, all my own opinion.

Gunboats are better at shooting down fighters than fighters are, because of how fast their guns are and how hard it is for fighters to stay on target long enough to do any appreciable damage. This is completely wrong--what's the point of fighters if they're so easily taken out?

Actually, mate, fighters win against any other class of ship. 3 fighters beat 3 gunboats, I've done it, 3 sabres versus 3 LN GBs. In the end after a long fight, we won. Now I've seen a single kraken/inferno sabre beating the **** out of another single gunboat, so 1 on 1s are also possible.
As for bigger ships - 3-4 VHFs beat a cruiser and 5-6 would kill the battleship eventually.

I'm talking about single encounters. Sure, if you can solve any problem if you throw enough people at it, but I have to wonder--in your fighter vs. gunboat examples above, what were the gunboats doing wrong? With the high speeds of gunboat weapons, it seems to me that it would be very difficult for a fighter to get any time to shoot at the gunboat at all. Whenever I've gone against a gunboat in a fighter, if they were using anything other than razors/pulses I was dead very quickly due to how easy it is for a gunboat to hit a fighter.
Specifically in that 1v1 kraken/inferno sabre beating a gunboat...did the gunboat not have a shield generator equipped? It would take ages for the sabre to get the gunboat's shields down, given that he can only shoot the inferno once every 7 seconds. Not to mention that if the gunboat didn't like the way things were going, he could just cruise off...
As for cruisers and bigger ships, I've never really flown them or fought against them, so I can't really comment.
Increasing projectile speed of fighter weapons would help speed up fights between snubcraft.
But Light Fighters need to be accounted for - they would suffer disproportionately as they rely on their maneuverability more than anything else to stay alive.
