I've been trying to get on one of the criminal databases since the beginning....I've pirated 100's of traders for months....and stolen millions of credits and blown up I don't know how many peeps.
It would appear that everyone I interacted with doesn't post in them....
Strangely enough, some guy who gets caught smuggling once is put on the list, but a well known pirate in liberty can't make the cut.
I wouldn't even bother. Your reputation in-game is much greater than that on the forums. In-RP, of course.. I mean.. Smeagle is not on the list and nor is the joker (as far as i know), but yet the effects of being on some sort of "list" is still apparent.

Eh.. It's not fun man. But trust me on this one, if you want a notorious pirate you gotta be original and creative. Post in the communications section and make a thread where everyone and anyone can reply. That improves your notoriety.

Hmmm...an interesting idea. If I ever have access to Ceridwen again (computer died and lost the random reciept/letter/whatever I wrote account numbers on), I just may do that.
Although that would require thought, and intelligence....something I'm surely lacking, as my avatar attests to.:P
