A bug is something which the game does which it was not intended to do. Most of the time it's harmful to gameplay.
The Kusari Exiles are a player-made faction with player-made reputation. It's working as intended for the Kusari Exiles. It is not a bug.
However, if that diplomacy is not working out for a certain party, then that party should try to address the powers that be in the area to try and change the situation. Zelot is a bit abrasive, yeah, but he's said he's open to Roleplaying out the situation as it's going on.
This is the same kind of situation that would happen with another player made faction like the SCRA, VE, or whoever when they do something. It's a player made faction. There's very little lore surrounding it and there's opportunity for something unique and fun to happen. It is not a topic for some kind of theoretical discussion.
If I were a squiggle, then I would go ask the Bretonian government to ask the Kusari to stop shooting at Stokes, as it's a big supplier of Ship Hull Panels. It's also a smelter which, you know, smelts various metals, like scrap metals. That's a big part of Junker business and I don't think Bretonia is in any position to turn down additional war materials, from traitors or otherwise. Or at least I would think so. If the Bretonians agree with the Junkers that the Kusari should stop shooting, then they might stop shooting. If the Bretonians agree with the Kusari that the Junkers shouldn't be trusted, then they can keep shooting. Why doesn't someone go find out?

Way to miss the point. The bug is not that Exiles are red to Junkers but that Bretonian NPCs and bases, which are neutral to Junkers, go red when an Exile NPC flies by. Much like the IMG/BMM problem.

I've never said this was a bug(I know some have). It'd not really a problem with diplomacy either since to date I am aware of no diplomatic problems with the Kusari Exiles. The only problem I see is that the actions of the NPC's do not reflect the diplomacy or RP present between the Exiles and Junkers at the moment. No amount of RP will fix that.

That's probably an empathy problem. Are the Bretonian NPCs full green, or white? If they're some shade of green, they might not shoot you when the Exiles do.
I'm inclined to assume you're white, mostly because I know from my Junker that it's waaaaaaay easier to be white to Bretonians than green.

The Exiles hate you. The Exiles NPCs are shooting you. That seems to match up pretty well. There appears to be a fundamental misunderstanding of someone's stance on some side of the fence. Generally RP will fix that right up, or at least I understand someone hates me when someone else's character says "I am shooting you because I hate you."

Considering Exiles are only existant -inside- Bret space that'd basically be forcing the Exiles to go neutral to the Junkers.
And for the last frapping time, it's not a bug. It's working as designed - until there's a valid reason to change the design (IE junkers, BAF and KusExiles hashing out a new status quo) it will remain as is. At most the Bret relations towards the Exiles need adjusting at this point, to prevent faction A from triggering B to go red. The only way to do that is to set them neutral to eachother both ways, which will cause problems of it's own.

I have been able to avoid the battleship somewhat. I am about +4.5 bars positive to BMM and they don't shoot at me right away, so I can come into stokes from the rear and I'm okay. My problem now is the kusari destroyer and gunboat spawn that comes to me, and is not possible to avoid.

We acknowledge that the Exiles hate Junkers and that they should hate Junkers. What I'm saying is that every encounter of which I am aware between Junker players and Exile players has not resulted in any shots being fired. They hate us, but everyone seems to think it is in the best interest of all if we just keep our distance inside Bretonian space. While that seems to be working out, the NPC's are doing something totally different. How do you RP that?
I'll give you an example: Junkers either ask Exiles to stop shooting or they complain to the Bret government. The answer from the exiles is.....we aren't shooting them and here is documentation of several encounters to back that up.
