Been a Hessian for a long, long time. I'd bet my arse that said guys was a [RF], prolly Vlad. It's proper roleplay, and fairly well known that they do that. In their eyes, the Hessians "own" Omega-11 (or Vladimir-11:D). You were "stealing" their ore, ergo why he asked you to drop the cargo, and also asked for a "fine". Then he asked you to get the hell out. Daumann is the Hessians' greatest enemy, even more than RM or Corsairs. IRP is justified. Rules-wise is fine as well.
Sounds like a good old hearty pirate doing his job --> making traders/miners work a not so easy thing.
Sounds like someone you need to put a bounty on, or hire an escort for, and warn others about. Thus making the pirates life harder and yours easier. And so the circle continues.
Meeting a pirate is not supposed to be 'fun' per-say, just because you Role Play with him doesn't mean you're not going to get ripped off still.
Traders/Miners are trying to make money (or a 'living' in Role Play) and so are Pirates; sometimes the Pirate gets the profit, sometimes the trader/miner gets the profit.
If he demanded your cargo and only your cargo, and then you gave him your cargo. He can't then add a second, credit, demand afterwards. You already met his demand and that means you are free to go. I'd report him for pvp abuse.
Of course, if he demanded both cargo and credits from the start, that is fine.

He made 2 demands in one sentence. It sounded like "Stop, drop cargo, pay 5 mils, run". It's posted somewhere above. So... it's not like he said "drop cargo" and after 2 minutes "wait, i think i was 5 millions too".
EDIT: Demanding two different things is considered an abuse? Because right now I'm really confused with all these opinions pro and con.
