Per the character's role play you gave us, she can role play as a Corsair mercenary with a Corsair ID. You presented this character as an example as character who should be given a tech permission. I've countered that by presenting the fact you can perform this role play with a Corsair ID.
Could there be a reason for her to need a Merc ID? Of course, as Prim pointed out you can write up valid reasoning for almost anything.

I thought ignoring you was standard practice.
When i was in the Council, we still did review the requests. There was actually one guy who we totally would have given stuff to, but his char has half libertonian and that's a dealbreaker.
We just usually replied no.

When other players have the consideration to not simple post a message asking for my factions technology when their character has no relation to my faction, I'll review them.

And I would say that not allowing tech to be let out as a general rule is treating all players equally and is such, fair judgment upon player requests for special employment of equipment.
Edit: But as an interesting little exercise, I would suggest that that is the responsibility associated with FR6, tech use. But as we are not giving out tech, ie, using FR6, why would we be held by the responsibility associated with it?
