Blanket bounty means, "I'm putting a bounty on all <insert faction>" NOT when you name many individual people.
I think that making it so that human cargo takes up less space on Liners and Yachts is a fantastic idea. However, I think making it so you can't carry human cargo on any other transport is a horrid idea. One can always role play that they modified their transport to accomodate passengers.
The idea that only an OSC ID'd ship can carry human cargo is also horrid. Other factions also move human cargo around. OSI, TAZ, IND, Slavers, indy traders, and freelancers to name some off the top of my head. Then you have the fact that there will be a Zoner Passenger commodity added in 4.86, designed to be traded by Zoner ID/Guard ID'd ships.

The admins and moderators were the ones who said what I said. If you think that specifically naming all of the ships of a given faction isn't a blanket bounty, you are mistaken.
As I said, if you name more than three people in your bounty, a moderator or an admin could lock it saying it is a blanket bounty. That was what was explained to me by two seperate moderators. Since you have a thick skull, Apoc, notice the word could. That means it isn't a guarantee.

Yes, I'm sure someone who has the time could code a FLHook thingy to give OSC ID'd ships a discount when purchasing certain commodites at certain bases. It would actually be a great thing for OSC too.

can we put a cap on accumulated wealth, while carrying specific human cargo over a certain distance? In other words, gaining money while passengers are spending money aboard the ship
how will that affect other parts of the program which controls commodities?
can FL accommodate the random deaths of human cargo when said ship is being attacked?

Good thought, but then you would get rich by loading up VIPs, moving 50k above the plane, and going AFK for the night. I think it would be exploited. Also, is that possible with the coding?

I think maybe it's best to have an OSC player "cash in" once per run, i.e. once per load of tourists, when he passes some tourist attraction. It's a nice artificial way to measure "distance." If you work more attractions into your route, more $. What's an attraction? Texas Incident debris, neutron star, that anomaly from Vanilla in the Badlands, etc.
Stopping on interesting planets without selling your cargo could also deliver an amount of $ per tourist accommodated.
