That's pretty much the gist of it right there in the topic name; how does one go about getting their hands on certain ships/weapons if there currently is no official player faction representing them? Does it become free use? Does an unofficial faction take care of tech distribution?
What also, happens to the people who already have been granted certain ships/weapons by an official faction that has lost their "officialdom", so to speak? Are they no longer able to use them? Or is it that current tech grants stand and any new ones must wait for a player faction to pop up?
Reason I ask this is that I was going to maybe ask the Old Guard (Molly faction) for a Trefoil or two, but they up and lost their official status. Now, I'm left with a burning question unanswered: How the heck do I get Treffies now?

I believe you can't get anything if there's no official faction governing it.
About tech already granted - due to the new rules once you get something, you never give it back. You see Reavers shooting Corsairs with Tizzles, right? They can't do anything to get their guns back, it's how it is.
Overall, you're in a stalemate for now. You need to wait for a new Molly official faction to show up and give you the guns.

Problem with that is that as soon as an official faction shows up, you can't use your toys anymore...
No, the tech wouldn't be put on ice. That's a path to disaster. Official factions aren't that important that entire NPC factions are ground to a halt until another group applies to be official. I'm not willing to put myself and my faction on that high of a pedastal heheh.

In the absence of a faction, obviously all manner of people will be inconvenienced, so I imagine it's only a matter of time before someone makes a Molly faction to handle this important job. It's so important that clearly all other Molly priorities will have to be forgotten about.
In short, the requirements are the same - ie faction permission. In the absence of a faction, our thinking on who controls technology may need to be reconsidered. For now, consider those boxes red.
This could change. But possibly won't.
Also: anyone with proof of people cheating to keep activity up should post evidence or stop with the vague accusations. It's starting to sound paranoid.
