How about:
"Capital ships of cruiser size or above may only assist in combat against transports, but are not allowed to issue demands towards them, except:"
*list of exceptions here*

And no, I didn't spend much time thinking about possible abuse this time since I should actually learn for my exam tomorrow and am just taking a short break right now.
