Note that I turned in the miscreant by posting in the RP 24/7 Rule Violation Report forum before I started the RP thread. When I got onto the server, I started patrolling the area around Rochester Base killing NPC Xeno and BHG scum. I noticed that at least one DIC was in New York. I thought about looking for that DIC to see if the DIC was violating any server rules, but I didn't have to, since the DICs started coming to me. There were DICs everywhere around Rochester Base killing Rogues & Junkers. All I could do was try to rescue as many of the pilots as I could, since I couldn't shoot the DICs myself. Within 30 minutes, I caught a DIC smuggling, so I was happy to report that DIC to the Liberty authorities (and the server Admins).
