As I said, Samura aren't the ones doing the shooting, the Hogosha and Farmers Alliance will be, so Samura can just go "We've got nothing to do with this, these people shooting at you are just dirty criminals".

I'd love to be able to pull a hard-ball policeman, capture one of the mercenaries and made them crack to tell me who hired them.

Then that'll make for some interesting RP, maybe even RP investigations into Samura as a whole... hmm, interesting actually. The thought appeals.
