Doing okay =/= are active. As you can see in this sheet, many of the Kusari factions are close to get a warning, maybe you should change the criteria for active hours for certain houses, such as Gallia/Kusari, since it's obviously harder to maintain a good activity in them.

Then all houses should have the same criteria, not all RP in the houses after all.
Now, if it's gonna be lowered it should be fair to lower the criteria for ALL factions.
