I would say to improve your tracking mechanism. Have factions register their tag(s), untagged characters, affiliated or whatever. Current implementation of activity tracking leaves a lot to desire though. And not just to suggest something and walk away, if allowed I think I could take some of my free time to volunteer to help with it, code server-side part, web interface.
