Here's the scoop on Samura being "caught" on this bounty:

How many people could figure out that the FA were on Samura's payroll? I'm reading through the vanilla rumors and it says 0. How long have the FA been around? Forty years. Forty years of paying for clandestine acts and no one notices. Suddenly someone who isn't tagged FA gets hired and everyone knows it's Samura?

What about the rumors on Elbich about Pirates attacking Elbich who had similar flying styles to the same people Kruger hires to attack Breisen? If they can't put those two integers together into another integer, how do you know anything about Mercenaries?

Or how about Interspace letting GC land on Roppongi. How many times has anyone ever done anything about that? That's only been happening for about a century if we're conservative. Whatever.

And lets not forget the Privateers! "Lets fly around Challengers and Templars. Bretonia has only lost a bunch of ships in this war and has an extremely small surplus, but we have military ships. We're not connected to the government at all." Just kidding. If Liberty hasn't held Bretonia accountable for the countless Universal Shipping, Deep Space Engineering, and Synth Foods ships struck down in Kusari by these men, how will they persecute Kusari over a random Mercenary? Or terrorists they have no control over? Or that crime syndicate they're "Trying hard to abolish."

The truth is: space is big. If your character died and the other guy gets away without exploding, you should not know anything about what just happened. You should not claim a bounty where you exploded and the enemy did not. You should not report pirates which blew you up to the authorities. You should not complain about misuse at the hands of authorities. You exploded. Your ship is gone. Everything on your ship is gone. Your dog is dead. Your wife has left you. Your neighbors are keeping that extension cord. You're done.

And lets say the black box exists...What would it show? An Eagle with Flashpoints killing you? A Sabre with codenames, perhaps? A Black Dragon with Drakes? A Mamoru with a Supernova? Maybe with the most extreme case of the Reavers, a Correo with Gallic Guns (note: this doesn't really exist). Linkable to the Kusari, right? Right.

There are no consequences to hiring Mercenaries except if those Mercenaries decide they are going to tell someone who they are working for. Rule #1 of Fight Club: don't talk about Fight Club.

EDIT: On this note, if you are going to put a trial period, asking for chat logs with time stamps in order to prove they aren't telling everyone who hired them would be a good idea.
