I think various people have been RPing "Hekralion" as the capital of Crete for a while. I think Carlos from the Benitez started that, and others picked it up as they went. Even if it's not the capital, it has at the very least been consistently referenced as a huge Corsair city with a space port.
The capital city should be on the equator, to line up with the docking ring. That's how space elevators work.
