story is kinda a mirror of what really happened...

AoM made the ship - corsairs were utterly unhappy with it - spontanous reaction ... it was given to one of their friends who welcomed it (mostly cause it wasn t replace for them, but an addition)

corsairs got their revised gunboat - and were happily ever after.

kusari RP always had a stigma to consider every foreigner a bit unfriendly. - and the ship was meant to be revised by some ksuari cooperation - cause you never really know who is good and bad in kusari - turns out that the criminals are all after honor or weed and the lawfuls are vertically corrupted all through.

anyway - long story short. - making it not open to all was a decision that "also" comes from the fact that it was rejected by the corsairs - so it was not made open to corsairs generically - to show that corsairs "do not like it" - and they have no reason really... a pirate transport is easier to maintain - easier to get and hits just as hard. - while being able to load more cargo.

gaians have sometimes gotten the permission to buy a raba - but they usually stick to smaller ships, cause the gaian RP isn t to get cargo ( what should gaians do with a cargo hold full of gaian wildlife after all ) - its not like they fly to gaia and unload it ...

if you ask nicely though - in case you re a corsair - i don t see a reason to deny it.... - although i d question the sanity - seeing that it won t be easily maintained anywhere near crete.
